The resolution allocates 4.35 million for job placement in Ceuta

The State Public Employment Service (SEPE) has awarded the City Council of Ceuta a subsidy of €4,350,399.15 to finance the temporary hiring of 209 unemployed people within the framework of the job placement program through works and services of general and social interest. The resolution, signed on August 12, 2026 by Ana Sánchez de Nogues Gil, Provincial Director of SEPE in Ceuta, has been published in the Official Gazette of the Autonomous City of Ceuta (BOCCE) number 6,644, of August 18, 2026, as entry 589 on page 3218.

The call for applications to which this award corresponds was approved by Resolution of the Provincial Director of SEPE in Ceuta dated June 25, 2026, published in BOCCE No. 6,630, of June 30, 2026. The City Council of Ceuta was the only applicant entity, having obtained 20 points in the scoring by the Collegiate Evaluation Body, which met on August 4, 2026. The provisional resolution proposal was communicated to interested parties on August 6 and was accepted in writing, without objections.

What will the 209 hired workers do?

The subsidy will allocate most of its resources to direct attention to students with educational needs, with 135 positions and an allocation of €2,966,017.31. The remaining positions are distributed among several complementary programs:

Support program for educational centers: 36 janitors, 6 painters, 4 plumbers, 4 electricians, 4 bricklayers, 2 carpenters and 2 gardeners, for maintenance and infrastructure tasks.
Support program for the occupational risk prevention service: 5 positions (1 DUE in occupational medicine, 1 senior prevention technician, 1 intermediate PRL technician, 1 administrative management technician and 1 nursing assistant), on a part-time basis of 71.43%, with a subsidy of €135,231.58.
Center technification program: 67 personal autonomy promoters, 56 educational assistants, 12 DUE, 1 technical architect and 6 systems, microcomputing and networks technicians, with an allocation of €151,080.54.
Training program: 1 janitor, 1 trainer, 1 administrative assistant, 1 foreman, with €48,428.65.

All hires will have a duration of 9 months and will be formalized through temporary contracts linked to active employment policy programs (codes 405 and 505), in accordance with the provisions of Royal Decree 818/2021, of September 28.

Half a thousand places reserved for vulnerable groups

A standout feature of the call is the reservation of 50.20% of the positions—that is, around 105 places—for priority groups, a measure adopted due to the difficulty certain groups face in accessing the labor market in the Autonomous City. The reserved quotas include:

Long-term job seekers: 12%
Beneficiaries of the Minimum Vital Income: 10%
People with disabilities: 7%
Beneficiaries of the Minimum Income for Social Inclusion (IMIS): 7%
Women victims of gender-based violence: 6%
Graduates in their first professional experience: 4%
Prisoners in the third degree and people with drug addiction problems: 2% each.

In addition, it is guaranteed that women will occupy 63.71% of the positions and young people between 16 and 30 years old 18.33%, in proportion to the weight of both groups in the total number of unemployed in Ceuta according to data from the Observatory of Occupations.

requirements for participants

To be selected, applicants must meet several requirements: be registered as job seekers on the date of the final resolution, have been registered as residents for at least one year in the City of Ceuta, and hold a work permit if they are foreign residents. The selection will be carried out by the SEPE Employment Office in Ceuta, which will apply a scoring system that values length of unemployment, family responsibilities, employment training, and age, among other criteria.

The funding is charged to budget item 19.101.241A.460.01 of the current budget of the Provincial Directorate of the SEPE in Ceuta. An appeal for reconsideration may be lodged against the resolution before the Minister of Labor and Social Economy within one month. The reference regulations include Law 38/2003, of November 17, General Subsidies Law, and Order TES/1077/2023, of September 28, as amended by Order TES/234/2025, of March 7.
