Safe Paths: second agreement signed for ten municipalities in the east

The Official Gazette of the Federation (DOF) published on Thursday, August 20, 2026, the Second Specific Coordination Agreement regarding the Safe Paths (Senderos Seguros) program, signed by the Federal Government, the State of Mexico, and ten municipalities in the eastern zone. The instrument, signed in Mexico City on May 6, 2026, combines resources from the three levels of government to continue the execution of the program’s works for the benefit of the region’s inhabitants.

The agreement appears in the Executive Branch section, within the Ministry of Infrastructure, Communications and Transportation (SICT), on page 24 of issue number 227/2026.

Signing Parties

The agreement is entered into, on behalf of the Federal Government, by the Ministry of Welfare, represented by its head, Leticia Ramírez Amaya, and the SICT, led by Master of Engineering Jesús Antonio Esteva Medina, with the assistance of the Undersecretary of Communications and Transportation, Architect Tania Carro Toledo. On behalf of the State of Mexico, the constitutional governor, Master Delfina Gómez Álvarez, signs along with the secretaries of Government, Finance, and Mobility.

The participating municipalities are:

• Chalco
• Chicoloapan
• Chimalhuacán
• Ecatepec de Morelos
• Ixtapaluca
• La Paz
• Nezahualcóyotl
• Texcoco
• Tlalnepantla de Baz
• Valle de Chalco Solidaridad

Purpose and Scope of the Works

The purpose of the agreement is to combine efforts and resources to continue the execution of the program’s actions, which consist of the reinforcement of public lighting and illumination, the rehabilitation of sidewalks and street and median infrastructure, as well as the incorporation of urban art with murals. The scope, goals, amounts, and funding sources are detailed in the Technical Annex, which is part of the instrument.

Program Background

The program is part of the Integral Plan for the transformation of the eastern zone of the State of Mexico, which addresses public transportation, mobility, urban equipment, and solid waste projects. As background, the Framework Coordination Agreement was signed on April 28, 2025; on May 8, 2025, the simple public Administration and Payment Source Trust number 2289 was established at BANOBRAS; and on August 21, 2025, the First Specific Agreement was signed, followed by two modifying agreements in September 2025.

With this second agreement, the parties agree to continue combining efforts, actions, and resources through the mechanisms and conditions established in the instrument and its Technical Annex, for the benefit of the population of the eastern zone of the State of Mexico.
