Pedestrian path and restoration in Monforte: expropriation of dozens of plots

The Miño-Sil Hydrographic Confederation is submitting for public review the project for environmental restoration and the construction of a pedestrian path along the banks of the As Malloadas, A Penela, and Zapardiel watercourses, in the surroundings of the town of Monforte de Lemos (Lugo). The decision was adopted by resolution on August 10, 2026, and published in the Official Gazette of the Province of Lugo, number 193, on August 25, 2026, under reference R. 2274.
The project, identified by the code M1.444-297/2111 and the Miño-Sil PDM ES010_3_CHCH0XCET29WP2537, includes a list of affected assets and rights involving the compulsory expropriation of dozens of plots, some containing houses, walls, fences, and other constructions. The announcement, signed in Ourense on August 18, 2026, by the president of the confederation, José Antonio Quiroga Díaz, falls under the Ministry for the Ecological Transition and the Demographic Challenge.
Public information and period for allegations
The project documents are submitted for public review for the purposes of Article 83 of Law 39/2015, of October 1, on the common administrative procedure. The list of affected assets and rights is displayed in accordance with Article 18 of the Compulsory Expropriation Law of December 16, 1954, and Articles 17 and 18 of its Regulation, approved by decree on April 26, 1957.
Allegations and observations may be submitted within a period of twenty business days, counted from the day following the publication of the announcement in the last of the official gazettes in which it is published, the Official State Gazette and the Official Gazette of the Province of Lugo.
Expropriation of assets and rights
The annex to the announcement contains the list of affected assets and rights, with dozens of cadastral plots and their owners. Among the affected assets are:
- Houses of up to 200 m² and other constructions.
- Walls, fences, curbs, and pavements.
- Entrance gates and concrete posts.
Among the owners cited in the list are, among others, Carmen Moure Rodríguez, Walda Pérez González, Raimunda Anunciación Pérez Sobreira, Jesús Fernández Balboa, Encarnación Vázquez Díaz, María Paz López Casanova, María Asunción Valentín González, Nemesio Álvarez Pérez, Rosa Crespo Fernández, and Antonio Pérez Díaz, many of them as heirs.

The documents will be published on the official website of the Miño-Sil Hydrographic Confederation, where they may be examined by anyone who wishes to do so. They may also be consulted at the confederation’s offices, by appointment via telephone at 988 399 422, and the list of affected assets and rights will be displayed at the Monforte de Lemos Town Hall.
The initiative directly affects the owners of the plots and houses located on the banks of the riverbeds, who have twenty business days to submit allegations. The pedestrian path and the environmental restoration of the As Malloadas, A Penela, and Zapardiel riverbeds represent an improvement action for the fluvial surroundings of the town of Monforte de Lemos, with a direct impact on the public hydraulic domain and the property of the affected neighbors.
