Senado autoriza viaje de Fujimori a El Salvador y Madrid

The Senate of the Republic authorized President Keiko Sofía Fujimori Higuchi to leave the national territory from October 28 to 31 and from November 2 to 6, 2026, through Legislative Resolution No. 32742, published in the official newspaper El Peruano on Friday, October 9, 2026. The first period corresponds to an official visit to El Salvador and the second to the XXX Ibero-American Summit in Madrid.

The regulation was issued in Lima on October 7, 2026, and is based on subsection 7) of Article 102-A of the Political Constitution of Peru, Article 118 of the Senate Regulations, approved by Congressional Legislative Resolution 006-2025-2026-CR, and Law 28344, which regulates the authorization for the President of the Republic to leave the national territory. The request made by the president has the approving vote of the Council of Ministers.

The resolution comes into effect the day after its publication and establishes that, during the absences, the First Vice President of the Republic will be in charge of the Presidency’s office, in accordance with the second paragraph of Article 115 of the Political Constitution of Peru and numerals 8-A.1 and 8-A.2 of Article 8-A of Law 29158, Organic Law of the Executive Branch.

Official Visit to El Salvador

From October 28 to 31, 2026—the latter being the date she will land back in the national territory—the president will travel to the city of San Salvador and the municipality of Tecoluca, in the Republic of El Salvador, to conduct an Official Visit. The presidential agenda is scheduled for October 29 and 30 and includes:

  • A private meeting with the President of the Republic of El Salvador.
  • An expanded meeting with Ministers of State.
  • Meetings with the Salvadoran ministers of Justice and Public Security; Education, Science and Technology; and Health.
  • Visits to the Terrorism Confinement Center (CECOT), an emblematic school, and the Rosales Hospital.

Ibero-American Summit in Madrid

The second authorized period runs from November 2 to 6, 2026, returning to the country on the final day, to travel to Madrid, Kingdom of Spain, and participate in the main activities of the XXX Ibero-American Summit of Heads of State and Government. The presidential agenda extends from November 3 to 5 and comprises:

  • The plenary session of the Summit.
  • Protocol events and bilateral meetings with Heads of State and Government or other high authorities.
  • Her attendance at sessions of the Business Meeting held on the sidelines of the Ibero-American event.

Processing and Promulgation

The document bears the signatures of Miguel Ángel Torres Morales, President of the Senate of the Republic, and Alejandro Muñante Barrios, First Vice President of the Senate. It was communicated to the president for its promulgation and endorsed by Luis Fernando Galarreta Velarde, President of the Council of Ministers.

The authorization clears the international agenda of the head of state for the end of 2026 and confirms two axes of foreign policy: bilateral cooperation with El Salvador in security, education, and health, and Peru’s projection at the Ibero-American Summit in Madrid. Both departures require the presidential office to be entrusted to the First Vice President, a constitutional mechanism that ensures the continuity of the Executive while the president remains out of the country.
