Sena submits BIORIG ENERGY's biomethane plant to public information

Por FactBox Admin

The Sena City Council has opened for public consultation the request for a declaration of public utility and social interest submitted by BIORIG ENERGY for the construction of a waste recovery plant intended for the production of biomethane, which will be located in polygon 1, plot 15 of the municipal district. The announcement is published in the Official Gazette of the Province of Huesca number 162, dated August 26, 2026, and opens a period of twenty business days for the submission of allegations.

The call, signed on August 25, 2026, by Mayor Esther Soler Villa, is processed through the City Council Secretariat and affects a facility with a clear environmental and urban impact on the municipality.

Regulatory Framework

The procedure is carried out in accordance with Article 36, paragraph 1b, of Legislative Decree 1/2014, of July 8, of the Government of Aragon, which approves the consolidated text of the Urban Planning Law of Aragon. This route regulates the special authorization of activities that, by their nature, require an express pronouncement on their public utility and social interest.

During the exhibition period, those who consider themselves affected in any way by the activity may submit any allegations they deem appropriate. The file is deposited in the City Council offices and can be consulted during office hours.

Key Data of the Request

  • Promoter: BIORIG ENERGY.
  • Activity: waste recovery plant for the production of biomethane.
  • Location: polygon 1, plot 15, municipal district of Sena.
  • Allegation period: twenty business days from publication.
  • Processing body: Sena City Council (Secretariat).
  • Official reference: BOPH-2026-162017.

Relevance for the Municipality

The projected facility places Sena on the map of biomethane production, a renewable fuel obtained from organic waste, in line with the decarbonization and circular economy strategies promoted in Aragon. The declaration of public utility and social interest, if successful, would facilitate the urban and administrative processing of the project.

For residents, the public consultation represents an opportunity to review the file and formulate allegations regarding a project with environmental and urban impact in the municipal district. The result of the process will condition the viability of a plant that can generate economic activity and employment in the region, but which must also respond to the concerns that the citizens and the City Council itself identify during the exhibition period.
