Child benefit repayments: proceedings opened for 14 people

The Department of Welfare, Youth and Demographic Challenge (Departamento de Bienestar, Juventud y Reto Demográfico) of the Basque Government has notified 14 people of the initiation of reimbursement proceedings for benefits for families with children, based on Decree 27/2023. The notice was published in issue 153 of the Official Gazette of the Basque Country (BOPV), on 13 August 2026, with official reference 2026/3605. Interested parties have 15 days to submit allegations, starting from the day following publication of the notice.
The notice has been published after personal notification was attempted unsuccessfully, in accordance with the provisions of Article 44 of Law 39/2015 (of 1 October, on the Common Administrative Procedure of Public Administrations), and it shall serve as notification to the interested parties. The notice was signed on 24 July 2026 in Vitoria-Gasteiz by José María Ezkerra Fernández, Director of Children, Adolescents and Families (director de Infancia, Adolescencia y Familias).
Decree 27/2023, of 21 February 2023, concerns benefits for families with children, and the proceedings initiated are for the reimbursement of amounts received under those benefits. The annex lists 14 people, each with their identification document number (DNI, NIE or passport) and the corresponding case reference.
15-day period for allegations
Interested parties will have 15 days, counted from the day after publication of the notice, to submit whatever allegations they deem appropriate, before the resolution that ends the reimbursement procedure is issued. Even if no allegations are submitted, the procedure will continue, and it will be decided by resolution whether the money must be returned. The notification, moreover, will take effect from the day following publication, even if it has not reached the interested party directly.
Text of the proceedings and annex
The full text of the initiation agreements is available to interested parties at the Directorate of Families and Childhood of the Basque Government, in the Lakua building, at 1 Donostia-San Sebastián Street, 01010 Vitoria-Gasteiz. The annex contains the data and case references of 14 people, including the following:

The annex contains proceedings corresponding to applications from the years 2023 and 2024, with reference codes of the NAC- type.
Scope of the reimbursement proceedings
Families receiving public subsidies are required to meet certain conditions, and failure to meet those conditions allows the administration to request reimbursement of the amount received. In this case, the reimbursement proceedings have been initiated ex officio, and the interested parties may exercise their rights to submit allegations and to defend themselves throughout the entire procedure.
This notice has a direct practical consequence for the 14 people listed in the annex: if they do not submit allegations within 15 days, the resolution may entail an order for repayment. The notification is valid solely because it has been published in the official gazette, and therefore those affected should act as soon as possible, both by consulting the text of the file at the directorate and by submitting allegations. The news also reports on the transparency of the management of public subsidies.
