Six new career officials reinforce the Valencian emergency technical body

The Directorate General of Public Service has appointed as career civil servants of the technical faculty body of emergencies and civil protection, A2-06, the six people who passed the selective tests of call 60/25 and has assigned them a permanent destination at the Emergency Coordination Center of L’Eliana. The two resolutions, signed by the director general Vicente Serra Martínez, are published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10474, of October 20, 2026, in section II, Authorities and Personnel.

The framework: 2025 employment offer and open competition

The filled positions correspond to annex I of Decree 47/2025, of March 25, of the Consell, which articulates the 2025 public employment offer for personnel of the Administration of the Generalitat. The tests were called by Order 6/2025, of May 28, of the Department of Justice and Public Administration (DOGV 10121, 02.06.2025), and the final list of successful candidates was published by resolution of June 5, 2026 (DOGV 10383, 12.06.2026).

The appointment is issued under article 8.1.o) of Law 4/2021, of April 16, of the Valencian public service, and the allocation of destinations based on article 16.3.g) of Decree 33/2025, of February 27, of the Consell, which approves the organic regulation of the Department of Economy, Finance and Public Administration, the department upon which the signing body depends.

The reinforcement comes after the ordinary competition 100/2026 for the same body A2-06 remained vacant due to a lack of applications, according to the resolution of September 17, 2026 (DOGV of 21.09.2026), and after a career civil servant of the superior faculty body of emergencies and civil protection, A1-10, was appointed in August through call 30/25.

The six destinations, all in L’Eliana

The annex of the allocation resolution assigns the positions, on a permanent basis, in the Valencian Agency for Security and Emergency Response, at the Emergency Coordination Center of L’Eliana:

• José Vicente Ballester Martínez — technical faculty officer in emergencies and civil protection (position 6498).
• Rodrigo Ezpeleta Piorno — technical faculty officer in emergencies and civil protection (position 15533).
• Eva María Seco Sánchez — technical faculty officer in emergencies and civil protection (position 15534).
• Eduardo Ventura Cerdá — technical faculty officer in emergencies and civil protection (position 11418).
• Belén Miralles Martí — technical faculty officer of the command and control room (position 31077).
• Gloria Torres Alcayde — technical faculty officer of the command and control room (position 31080).

Four of the positions are for emergency and civil protection technicians and two are for the command and control room, all with the same destination center.

Assumption of office on October 21 and terminations the previous day

The act of assumption of office will take place on October 21, 2026; the place and time will be communicated through the procedure of call 60/25 on the electronic headquarters of the Generalitat. The economic and administrative effects of the appointment are retroactive to the day of the assumption of office, following the oath or promise of article 68.1 of Law 4/2021.

Those who assume office will cease ex officio on October 20, 2026, in the position they held, due to the end of their temporary relationship or for employment improvement, and those who were already career civil servants must request automatic voluntary leave in the body in which they will not remain in active service.

Deadlines and means of appeal

• Telematic choice of destination: convened by resolution of September 22, 2026 (DOGV 10461, 09.29.2026), with a deadline of five business days.
• Provisional award: published by edict of October 7, 2026, with three business days for allegations.
• Allegations submitted: none, therefore the provisional award was elevated to definitive.
• Contentious-administrative appeal: two months from the day following publication.
• Optional appeal for reversal: one month before the same body.

The reinforcement consolidates the own staff of the Agència Valenciana de Seguretat i Resposta a les Emergències at a time when the regional administration has not managed to fill positions of the same body through the internal competition process. For the readers, it entails the stable incorporation of six technicians into the structure that manages the coordination of emergencies and civil protection in the Comunitat Valenciana, with a single destination in the L’Eliana center.
