Six interim officials appointed as Administrative Assistants in Ceuta

The Counselor of Presidency and Governance of the Autonomous City of Ceuta, Alberto Ramón Gaitán Rodríguez, has signed Decree 623, dated August 28, 2026, by which six interim female officials are appointed to the position of Administrative Assistant. The resolution, which exhausts the administrative route, is published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,650, corresponding to Tuesday, September 8, 2026, on page 3397.
Coverage of personnel needs
The decree is issued in exercise of the powers conferred by the Decree of the Presidency of the City of Ceuta, of June 23, 2023 (Extraordinary BOCCE No. 42). This measure provides coverage for the various personnel needs of the City, as stated in the text itself, which invokes articles 55 and following of Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Basic Statute of the Public Employee, as well as Royal Decree 896/1991, of June 7, on the selection of officials of the local Administration.
The appointment is based on the existence of budget-funded vacant positions whose coverage is urgent and necessary, and which cannot be filled by career civil servants. The positions thus covered must be included in the first provision call or the first Public Employment Offer that is approved.
Origin in the temporary employment pool
The six officials come from the temporary employment pool in the category of Administrative Assistant, established following its announcement in the Extraordinary BOCCE No. 32, of July 8, 2026. The selection has been governed by the principles of equality, merit, capacity, publicity, and speed, in accordance with the provisions of Article 10 of the Basic Statute of the Public Employee.

Appeals and effects
Against this act, which exhausts the administrative route, an optional appeal for reversal may be filed before the same body within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Courts of Ceuta within two months, in accordance with Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The incorporation of these six interim officials provides an immediate reinforcement of the City’s administrative staff, temporarily filling existing vacancies while their definitive coverage by career civil servants is processed, within a context of necessity and urgency that justifies the use of the temporary employment pool.
