Six environmental sanction files published by the Department of A Coruña

The Ministry of Environment and Climate Change of the Xunta de Galicia has published in the Official Gazette of Galicia (DOG) a notice through its Territorial Directorate of A Coruña summoning six individuals to appear in order to be notified of various acts relating to environmental sanctioning procedures. The effectiveness of the notice is subject to its publication on the single edicts board of the Official State Gazette (BOE).
The notice, dated 5 August 2026 and signed by the territorial director, María Pilar Arias Graña, responds to the impossibility of notifying by ordinary postal means: the Post Office service returned the communications because the recipients were unknown or because, after two attempts, the notifications could not be delivered. The procedure invokes Articles 44 and 46 of Law 39/2015, of 1 October, on the common administrative procedure of public administrations.
Files and acts notified
The annex to the notice lists six files, four of which correspond to procedures initiated in 2026 and two to procedures opened in 2025. The type of act notified varies between initiation agreements, resolutions and one proposal for a resolution:

The files beginning with the prefix ANI-CO correspond to environmental matters in the province of A Coruña. File ANP-CO-0081/2025-V, with a pending proposal for a resolution, is the only one referring to a procedure of greater severity, although the notice does not detail the nature of the infringements or the proposed penalties.
Deadline and address for appearance
According to Article 46 of Law 39/2015, the interested parties have a period of ten days, counted from the day following the publication of the notice in the BOE, to examine the acts at the offices of the Territorial Department of A Coruña, located at Vicente Ferrer Street, 2, 8th floor, south wing, A Coruña, from 9:00 a.m. to 2:00 p.m., Monday to Friday.
If the period elapses without the appearance being made, the notification shall be deemed to have been made from the day following its publication on the single edicts board of the BOE. It should be noted that the notice was published in the DOG on 17 August 2026, but its legal effectiveness is only consolidated with the corresponding publication in the state bulletin.
Environmental framework and oversight function
The publication of this type of notice is a common tool used by the Galician environmental administration to guarantee citizens’ right to defence in sanctioning procedures. The Regional Ministry of Environment and Climate Change thus exercises its function of monitoring and controlling compliance with environmental regulations within the territory of the province of A Coruña.
The fact that four of the six files date from 2026 and two from 2025 reflects ongoing and continuous sanctioning activity, with procedures spanning different stages: from the initiation agreement —which formally starts the procedure— to the final resolution, including the proposed resolution which is open to allegations by the interested parties.
Relevance for citizens
The publication of these summons has a twofold relevance: on the one hand, it serves as a mechanism to guarantee the rights of those under investigation, who must be aware of the acts affecting them in order to exercise their right to defence; on the other, it constitutes an indicator of the intensity of the environmental control work carried out by the Galician regional administration in the province of A Coruña.
