The Regional Ministry of Mobility, Environment and Emergency Management of the Principality of Asturias has resolved the call for grants to promote the circular economy in companies for the 2026 financial year and grants a total of 205,534.44 euros to six Asturian companies. The resolution, signed by the regional minister Alejandro Jesús Calvo Rodríguez on October 9, 2026, is published in the Official Gazette of the Principality of Asturias (BOPA) no. 202, of October 19, 2026, with the official reference Code 2026-08413. This act concludes the administrative process and is published for the purpose of notifying the interested parties.
The call was structured through the Resolution of June 10, 2026, from the same ministry, processed under code AYUD/2026/27708, an extract of which appeared in BOPA no. 116, of June 18, 2026. The application period remained open until July 20, 2026, during which seven requests were registered, with a total declared investment of 292,928.90 euros and requested aid of 215,857.26 euros.
The amount allocated to the call amounts to 225,000 euros, charged to the budget application 1806.443D.473.032 of the General Budgets of the Principality of Asturias for 2026. The grants fall under the de minimis regime of Commission Regulation (EU) 2023/2831 of December 13, 2023, which limits the total aid to a single company to 300,000 euros over any three-year period.
Six projects funded with an intensity of 80%
The Evaluation Commission met on September 18, 2026, validated the report from the Environmental Management, Planning and Promotion Service, and established the order of priority based on scoring. The six beneficiaries will finance their actions with an aid intensity of 80% of eligible expenses:
- Chocolates del Principado, S.L. (B74262700), 100 points, “Moscovitas Circular” project for new product lines from waste: 39,888.97 euros.
- Domo Cerramientos, S.L. (B05426226), 89.59 points, life cycle analysis and recovery of wooden windows: 39,238.69 euros.
- Masnorte Instalaciones Renovables, S.L. (B09896663), 84.50 points, “Solnorte Circular” project to reuse photovoltaic panels and batteries removed in Asturias: 39,085.62 euros.
- Fast Eurocafe, S.A. (A33637463), 79.97 points, “Cofibox 2030” project for adapting packaging to the European packaging regulation: 23,894.68 euros.
- H2Vector Energy Technologies, S.L. (B74464710), 79.88 points, “H2Loop” project for the circularity of the Vector10 system: 39,694.48 euros.
- Desguaces y Reciclado El Sella, S.L. (B52521028), 79.87 points, “Circular-Polímeros VFU” project on plastics from end-of-life vehicles: 23,732.00 euros.
One application denied due to insufficient score
Annex VI of the resolution contains the only rejected request: that of Eduardo González Curiel (EGC ATNM), with NIF 05400868P, for the “Ecotec Project” for the circular transformation of technical processes in rural industrial environments. He obtained 46 points out of 100, below the minimum threshold of 50 points required in section 9.3 of the call, which motivates the dismissal.
Justification before October 31
Beneficiary entities must execute and justify the actions in accordance with the regulatory bases, approved by the Resolution of February 2, 2021, and modified by the Resolution of February 14, 2023, and present the justification account before October 31, 2026. The procedure was processed through competitive bidding under Law 38/2003, of November 17, General Subsidies Law, and Decree 71/1992, of October 29, on the general regime for granting subsidies of the Principality.
An administrative appeal may be filed against the resolution before the Contentious-Administrative Chamber of the High Court of Justice of Asturias within two months from the day following notification, or an optional appeal for reversal before the same body within one month, provided they are not filed simultaneously. The department also ordered the act to be sent to the National Subsidies Database.
The distribution confirms the weight of the circular economy in Asturian industrial policy: six projects will mobilize nearly 293,000 euros of business investment with public support covering four-fifths of the eligible expenditure. For the beneficiary companies, the schedule is tight, as the justification deadline expires just twelve days after the official publication of the resolution.
