Six city councils are excluded from the Fem Igualtat 2026 awards

The First Vice Presidency and Department of Housing, Employment, Youth and Equality has declared the applications of six city councils for the Building Egalitarian Municipalities of the Valencian Community: We Make Equality. We Make Community awards for the 2026 fiscal year as inadmissible or withdrawn. This decision is detailed in the Resolution of August 31, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10451, of September 15, 2026, with official reference DOGV-C-2026-29142.

The resolution, signed by the Director General of Equality and the Women’s Institute, Davinia Bono Pozuelo, completes the ruling of the Resolution of August 10, 2026 (DOGV 10430, 17.08.2026), which resolved the call for applications and granted the awards to the entities with the highest scores in each category. Upon noticing that the previous resolution did not include an express ruling on certain applications, and in application of Article 21 of Law 39/2015, which requires the Administration to expressly resolve all applications, these applications and the reasons for their inadmissibility or withdrawal are now incorporated.

Regulatory framework of the call

The awards are governed by the regulatory bases approved by the Resolution of November 3, 2025 (DOGV 10251, 01.12.2025), with its correction of errors published in DOGV number 10300, of February 11, 2026. The call for the 2026 fiscal year was carried out through the Resolution of March 17, 2026 (DOGV 10332, 30.03.2026), and the jury in charge of the evaluation was appointed by the Resolution of April 28, 2026, by the Director General of Equality and the Women’s Institute.

The authority to resolve corresponds to the Directorate General of Equality and the Women’s Institute, by delegation of the holder of the First Vice Presidency and Department, following a report and proposal from the jury.

The six affected city councils

The applications are declared inadmissible or withdrawn for the reasons detailed in Annex I of the resolution:

  • Fontanars dels Alforins City Council (NIF P4612600I): inadmissible for failure to prove the requirement of providing the City Council’s Equality Plan; during the correction process, the municipal equality plan was provided, which is a different document from the one required.
  • Alfara del Patriarca City Council (NIF P4602500C): inadmissible due to duplication of the file regarding another application submitted by the same entity for the same call.
  • Polop City Council (NIF P0310700J): withdrawal for failure to respond to the correction request in a timely and proper manner.
  • Orihuela City Council (NIF P0309900I): withdrawal for failure to respond to the correction request in a timely and proper manner.
  • Llíria City Council (NIF P4614900A): withdrawal for failure to respond to the correction request in a timely and proper manner.
  • Alcàntera de Xúquer City Council (NIF P4601600B): withdrawal for failure to respond to the correction request in a timely and proper manner.

In the four cases of withdrawal, the reason is based on Article 68 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

Effects and appeals

The resolution maintains in all its remaining aspects the content of the Resolution of August 10, 2026, which remains unchanged, and orders its publication in the DOGV, with said publication having the effects of notification in accordance with Article 45.1.b) of Law 39/2015. Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed before the first vice-president and counselor, or a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of the Valencian Community within two months from the day following its publication.

The exclusion of these six municipalities means they will not have access to the funding and recognition associated with the Fem Igualtat awards, a program aimed at promoting equality policies in the municipal sphere. For the affected city councils, the resolution emphasizes the importance of correctly proving the Equality Plan and responding to correction requests on time, requirements that are decisive for accessing these resources intended to build more egalitarian municipalities.
