The Department of Security has notified 107 sanctioning files in the field of security

The Basque Government’s Department of Security has notified 107 sanctioning files in issue number 159 of the Official Gazette of the Basque Country (BOPV) dated August 21, 2026, for infringements of Organic Law 4/2015 (on the protection of citizen security). The notifications were signed by the Directorate for Security Coordination, Director Asier Erkoreka Arruza, and were published in two official documents: 2026/3667 and 2026/3668.
After unsuccessful attempts at personal notification, the announcement has been published in accordance with Article 44 of Law 39/2015 (Common Administrative Procedure of Public Administrations). Interested parties have 15 business days, counting from the day following the publication of the announcement, to examine the file and present allegations.

The first document (2026/3667) contains 30 files, and the second (2026/3668) contains 77, totaling 107 notifications. Each file has an official reference (for example, 405X2603466-02), and appears linked to the interested party’s NIF/NIE/passport number, the date of the infringement, and the date of the resolution.

Types of infringements and fine reduction
Infringements are classified under several articles of Organic Law 4/2015, mostly in articles 36.06, 36.10, and 36.16 (minor and serious infringements), as well as articles 37.04, 37.05, and 37.17 (very serious infringements). The infringement dates of the files range from August 2025 to June 2026, and the resolutions were issued between May and August 2026.
- 36.06, 36.10, 36.12, 36.15, 36.16: minor and serious infringements.
- 37.04, 37.05, 37.17: very serious infringements.
- If the fine is paid within a period of 15 days, a 50% reduction is applied, as provided in Article 54 of Organic Law 4/2015.
Procedure and deadlines
Interested parties have 15 business days to examine the file, present allegations and documents, and propose evidence. If no allegations are presented within that period, the initial resolution of the procedure may be taken as a proposed resolution, and all instructional steps shall be deemed completed.
The payment letter is also available at the aforementioned address in Erandio. The notifications will take effect from the day following their publication in the Official State Gazette.
Importance
These notifications are the final step of a sanctioning procedure lasting more than a decade, and they affect several citizens of the Basque Country. The period to take advantage of the 50% fine reduction is short, and interested parties must act quickly to exercise their right to defense.
