22 sanctioning proceedings have been notified for violating civil security

The Coordination Directorate of the Security Department has initiated 22 sanctioning proceedings for violations of Organic Law 4/2015 (LOPSC) on the protection of citizen security, and the notification thereof has been published in issue number 175 of the Official Gazette of the Basque Country (BOPV) on September 14, 2026. The notification was signed by Asier Erkoreka Arruza, Director of the Coordination Directorate, in Erandio, on September 4. The proceedings have been published under reference 2026/3881.

After attempting personal notification without result, the announcement has been published in accordance with Article 44 of Law 39/2015 on the common administrative procedure of public administrations. Interested parties have a period of 15 business days, starting from the day following the publication of the announcement, to examine the file and present allegations or evidence.

Characteristics and deadlines of the proceedings

The files are available at the Coordination Directorate, located at Larrauri Mendotxe Bidea 18, Erandio. If no allegations are presented within the deadline, the initiation of the procedure will be understood as the proposed resolution, and all instructional steps will be considered completed.

  • 15 business days to examine the file and present allegations.
  • If the fine is paid within 15 days, it is reduced by 50%, according to Article 54 of Organic Law 4/2015.

Violated articles and proceedings

The annex lists 22 interested parties, each with their proceeding reference and the violated article. The violations are dated between September 2025 and May 2026, and the resolutions were issued between July and August 2026.

  • Article 37.04 (9 proceedings): 405X2605288-03, 405X2605289-03, 405X2605299-01, 405X2605301-01, 405X2605307-02, 405X2605361-02, 405X2605369-02, 405X2605370-01 and 405X2605445-02.

Consequences of the notification

The notification will take effect from the day following its publication in the Official State Gazette. If interested parties do not present allegations within the deadline, the sanctioning procedure will continue, and they will lose the opportunity to pay the fine with a 50% reduction. This announcement serves as individual notification for the interested parties, and the administration ensures the viability of the procedure when personal notification is impossible.
