Por FactBox Admin

Segunda convocatoria del Plan Extraordinario de Obras Municipales en Ciudad Real

The Governing Board of the Provincial Council of Ciudad Real approved on October 13, 2026, the second call for the 2026 Extraordinary Municipal Works Plan, intended to finance investments in the municipalities and entities with territorial scope smaller than a municipality (EATIM) of the province. The extract of the agreement is published in the Official Gazette of the Province of Ciudad Real number 201, dated October 19, 2026, with the identifier BDNS 935761 and announcement number 3356. The deadline for submitting applications ends on November 13, 2026.

The call is based on articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Law on Subsidies, which require the publication of an extract of the agreement in the official gazette and the submission of the full text to the National Subsidies Database. The regulatory bases are those of the Regulating Regulation of the Economic Assistance and Municipal Cooperation Plan, approved by the Plenary of the Council on April 29, 2022, and published in BOP number 121, dated June 24, 2022.

The objective is the granting of aid to finance investments through which city councils can provide the public services provided for in article 25 of Law 7/1985, of April 2, regulating the Bases of the Local Regime. Regarding works and services under municipal competence, the plan implements the provisions of article 36.2 of the same law and Law 27/2013, of December 27, on Rationalization and Sustainability of Local Administration.

Beneficiaries, amounts, and deadline

  • All municipalities and EATIM of the province that request it in accordance with the call and the plan’s regulations may apply.
  • The maximum amount for each entity is listed in Annex I of the call, with a fixed amount per population bracket.
  • The brackets are calculated using the latest official figures approved by the National Statistics Institute (INE).
  • The deadline for submitting applications concludes on November 13, 2026.
  • All processing, including the application, must be carried out exclusively via electronic means.

Objective criteria and electronic processing

The distribution is not decided by competitive bidding between projects, but by objective criteria: each municipality or EATIM knows in advance the economic ceiling that corresponds to them according to their population. The Subsidies Service of the Council is the body that processes the procedure, and the full text of the decree with the bases can be consulted on the provincial electronic office (sede.dipucr.es) and on the National Subsidies Database portal.

The requirement for electronic processing obliges the applying local entities to have a digital certificate and to submit the documentation through the electronic registry, with no possibility of in-person registration.

A package of calls approved on the same day

The second call for the works plan was approved alongside the second call for the 2026 Municipal Support Plan (BDNS 935763), also with a deadline until November 13, but oriented toward financing current expenses and the maintenance of basic services. Both share the same decision-making body, regulatory bases, and calendar.

The works plan was already in execution: the Governing Board of September 29, 2026 approved the second partial resolution of the call for the 2026 Extraordinary Municipal Works Plan, as stated in the session announcement published in BOP number 191, dated October 5, 2026.

The call reaches the 102 municipalities and the EATIMs (Municipal Entities with Independent Standing) of the province at a time when small local entities are facing the maintenance of infrastructure and networks with tight budgets. The fixed-amount system based on population brackets provides certainty to the city councils regarding available funding before tendering the works, although the calendar—closing on November 13—leaves little margin to prepare the technical documentation.
