Women's Secretariat formalizes subsidies for shelters and gender alert

The Women’s Secretariat formalized, through its publication in the Official Gazette of the Federation (DOF), edition No. 219/2026 of Thursday, August 13, 2026, two coordination and accession agreements that transfer federal subsidies to the states of Guanajuato and Zacatecas. The first allocates 2 million 43 thousand 642 pesos to shelter spaces for women victims of violence; the second, 4 million 677 thousand 67 pesos, to support actions derived from the gender violence alert declaration.

Both instruments are part of the Program for the Prevention and Detection of Feminicide Violence and Attention to the Causes, financed with resources from the Federation Expenditure Budget (PEF) 2026, and are governed by its Operating Guidelines and by the operational guides of the respective components, published on January 6, 2026. The call for proposals was issued on January 30, 2026, and the projects were approved by the Evaluation Committee following the applications submitted by each entity in February.

Guanajuato: 2.04 million pesos for specialized shelters

The agreement with Guanajuato (reference MUJERES/CCA/REFUGIO/ENTE/GTO/SM/R-2026-021) allocates 2 million 43 thousand 642 pesos to the project R-2026-021, approved through Agreement CEPMUJERES/1SO/012/18022026, for Component C: Support for Specialized Shelter Spaces for Women Victims of Gender Violence, and Their Daughters and Sons.

The instrument is signed by:

• For the federal government, the Undersecretary of the Right to a Life Free of Violence, Ingrid Aurora Gómez Saracíbar.
• For the state, the Secretary of Finance Héctor Salgado Banda and the Secretary for Women Itzel Josefina Balderas Hernández, whose agency operates as a shelter space.

The application was submitted on February 4, 2026, and the project was notified through official letter MUJERES/SDVLV/DGPAVLV/DRIAP/391/2026. The shelter space must accrue the resources no later than December 31, 2026, and deliver the project closing record before January 15, 2027.

Zacatecas: 4.67 million pesos in response to the gender alert

For Zacatecas (reference MUJERES/CCA/AVGM/ZAC/024/2026), 4 million 677 thousand 67 pesos are allocated to the project MUJERES/AVGM/ZAC/2026, approved through Agreement CEPMUJERES/1SE/009/27022026, for Component B: Support Actions Derived from the Gender Violence Alert Declarations against Women. The technical annex, to be executed over a period of up to seven months, includes:

• Campañas de prevención contra el feminicidio y la violencia sexual en el transporte público de Zacatecas, Guadalupe y Fresnillo, con capacitación de 200 operadores.
• Fortalecimiento de la captura y el análisis de información en el Banco Nacional de Datos e Información sobre Casos de Violencia contra las Mujeres (BANAVIM).
• Recuperación de espacios públicos en zonas de riesgo, con murales y talleres comunitarios.
• Cursos para funcionariado municipal y estatal y certificación de personal ministerial y de investigación.

Firman el convenio el gobernador David Monreal Ávila, el secretario general de Gobierno Rodrigo Reyes Mugüerza, la secretaria de Finanzas Ruth Angélica Contreras Rodríguez y la secretaria de las Mujeres Karla Isabel Guardado Oropeza.

Plazos y control de los recursos

Ambos convenios se suscribieron en la Ciudad de México —el 20 de marzo de 2026 el de Guanajuato y el 25 de marzo el de Zacatecas—, están vigentes desde su firma y concluyen el 31 de diciembre de 2026. Los recursos conservan su carácter federal, deben manejarse en cuentas productivas específicas y, si no se devengan, se reintegran a la Tesorería de la Federación (TESOFE); la fiscalización corresponde a la Secretaría de las Mujeres, la Secretaría de Hacienda y Crédito Público y la Auditoría Superior de la Federación.

Con estos subsidios se consolida la red federal de refugios y se atienden las medidas de la alerta de violencia de género en dos entidades con alta incidencia de violencia contra las mujeres, garantizando protección directa a víctimas, así como transparencia y rendición de cuentas en el ejercicio de los recursos públicos.
