Secretariat for Women finances justice centers in Nuevo León and Oaxaca

The Secretariat for Women published this Tuesday, August 25, 2026, in the Official Gazette of the Federation three coordination and adhesion agreements through which it grants federal subsidies for the operation of Justice Centers for Women in Nuevo León and Oaxaca. The resources, provided for in the 2026 Federation Expenditure Budget (PEF), are allocated to Component A “Subsidy to Justice Centers for Women” and seek to expand the coverage of care for victims of gender-based violence, including mobile units to reach remote communities.

The instruments were signed by the Federal Government, through the Undersecretariat for the Right to a Life Free of Violence, represented by its head Ingrid Aurora Gómez Saracibar, and by the governments of the beneficiary entities. The resources are channeled through the state finance secretariats, and their exercise is subject to the Operating Guidelines of the Program for the Prevention and Detection of Feminicidal Violence and the Attention to its Causes for the 2026 fiscal year.

Three agreements, three justice centers

The agreements finance the operation of three justice centers, with different amounts and responsible parties:

• Monterrey Justice Center (Nuevo León): $7,448,189.75, requested by the State Attorney General, Javier Enrique Flores Saldívar (agreement MUJERES/CCA/CJM/OPE/NL/MTY/021/2026).
• Justice Center for Women of Oaxaca, Oaxaca: $2,500,000.00, requested by the State Attorney General, José Bernardo Rodríguez Alamilla (agreement MUJERES/CCA/CJM/OPE/OAX/OAX/022/2026).
• Justice Center for Women of Juchitán de Zaragoza, Oaxaca: $1,680,003.00, also requested by Rodríguez Alamilla (agreement MUJERES/CCA/CJM/OPE/OAX/JUCH/023/2026).

In total, the three projects sum up to $11,628,192.75 in federal subsidies for the 2026 fiscal year.

Mobile units to reach remote areas

The projects contemplate strengthening the operational capacity of the centers through technological equipment, furniture, and vehicles suitable for the transport of personnel and equipment. In Oaxaca, the mobile units will allow for care in the Costa and Mixteca regions, as well as in the municipalities of the Isthmus of Tehuantepec with a Gender Alert declaration, including Heroica Ciudad de Juchitán de Zaragoza, Matías Romero Avendaño, Salina Cruz, San Juan Güichicovi, and Santo Domingo Tehuantepec.

The justification for the agreements cites the final observations of the Committee on the Elimination of Discrimination against Women (CEDAW) regarding Mexico, which recommended increasing funding for protection services and guaranteeing access for women in remote areas through mobile services. In the case of Juchitán, it is projected to serve 300 users through mobile units, with an interdisciplinary team of lawyers, psychologists, and social workers.

Accountability and deadlines

Federal resources will be deposited into specific productive bank accounts and must be returned to the Treasury of the Federation (TESOFE) if they are not used for the authorized purposes. The executing agencies must submit quarterly reports and a project closing act no later than January 15, 2027, in addition to capturing the information of the women served in the National Data and Information Bank on Cases of Violence against Women (BANAVIM).
