Maule SEA opens public participation for aggregate extraction in the Maule River

The Environmental Evaluation Service (SEA) of the Maule Region notified the start of the citizen participation process in the evaluation of the Environmental Impact Declaration (DIA) for the project “Aggregate Extraction in the Maule River, Island No. 2”, proposed by Civilpro SpA. The call was published in the Official Gazette of the Republic of Chile No. 44,542, on Friday, September 4, 2026, Section I (General Norms), through digital exempt resolution No. 202607001135, issued on August 21, 2026, by the Acting Regional Director of SEA Maule, Patricio Carrasco Tapia.

The project consists of the extraction and processing of a volume of 824,278.99 m³ of aggregates from the bed of the Maule River, over an approximate area of 48.04 hectares located outside the urban limit, with an estimated useful life of 10 years. The initiative would be located in the Maule Region, provinces of Talca and Linares, in the communes of Maule and San Javier, in the Quiñipeumo road sector, 11 kilometers upstream from the confluence of the Maule River and the Loncomilla River, between the administrative boundaries of both communes.

Deadline and channels for observations

Any natural or legal person may submit citizen observations regarding the project within a legal period of 20 business days, counting from the next business day following the date of publication. Observations may be submitted through the following channels:

• In physical format, at the office of the Environmental Evaluation Service of Maule, 2 Oriente Street No. 946, Talca.
• Through the electronic platform www.sea.gob.cl.
• Via the electronic entry form for the registry office, at the link https://www.sea.gob.cl/oficina-de-partes-virtual.

Regulatory framework and access to the file

The call is part of the environmental evaluation of an Environmental Impact Declaration, an instrument through which the proponent describes the project and its effects so that the competent body can determine its environmental viability. The extraction of aggregates in the bed of the Maule River directly affects the riverside community and the local environment; therefore, citizen participation constitutes the instance in which neighbors, organizations, and any interested party can assert their observations before the environmental qualification of the project is resolved.
