Los Lagos SEA closes indigenous consultation for Colbún's wind farm

The Environmental Evaluation Service (SEA) of the Los Lagos Region reported the closure of the indigenous peoples’ consultation process (PCPI) for the Environmental Impact Study (EIA) of the “Cuatro Vientos Wind Farm” project, owned by Colbún S.A. The decision is contained in exempt resolution No. 202610101302, dated August 21, 2026, and was published in the Official Gazette of the Republic of Chile No. 44,538, on Monday, August 31, 2026, General Regulations section (official reference CVE 2862799).

The closure was adopted in accordance with Convention No. 169 concerning indigenous and tribal peoples of the International Labour Organization (ILO) and with article 85 of DS No. 40/2012 of the Ministry of the Environment, Regulations of the Environmental Impact Evaluation System. The resolution was signed by the Regional Director of the SEA of Los Lagos, Sergio Sanhueza Triviño.

Consulted Communities

The consultation process, initiated by exempt resolution No. 202410101558, dated October 22, 2024, covered eleven indigenous communities and associations in the region:

  • Carrillanca Indigenous Community
  • Lef Nahuel Indigenous Community
  • Kupal Mapu Indigenous Community
  • Caimapu Indigenous Community
  • Loncotoro Indigenous Association (GHPPI Barrientos Caimapu)
  • El Quelín Development Committee (Nahuelhueique Indigenous Community)
  • Antupillan Colegual Indigenous Association
  • Nancuante Puel Mapu Indigenous Community
  • Newen Pal Indigenous Community
  • Rinconada San Juan Indigenous Community
  • Antumapu Indigenous Community

Relevance of the Closure

With this resolution, a key stage of the environmental processing of the Cuatro Vientos Wind Farm is closed, a wind generation project by Colbún S.A. in the Los Lagos Region. The closure of the PCPI, carried out under the standards of ILO Convention No. 169, clears an essential procedural requirement for the EIA to continue its evaluation, in a context where respect for the rights of indigenous peoples is a condition for the advancement of renewable energy projects in the country.
