SBS authorizes BiPay as an electronic money issuer in Peru

The Superintendency of Banking, Insurance and Private Pension Fund Administrators (SBS) authorized the operation of BiPay Empresa Emisora de Dinero Electrónico S.A. as a complementary and related services company. The decision is contained in SBS Resolution No. 02248-2026, dated September 10, 2026, published in the Official Gazette El Peruano on Tuesday, September 15, 2026, in the Legal Norms section (p. 45).
The resolution, signed by Superintendent Sergio Javier Espinosa Chiroque, enables the fintech to operate as an electronic money issuer, a step that expands the offering of digital financial services and financial inclusion in the country.
Background of the process
The application was submitted on March 24, 2026, by Viettel Perú S.A.C., acting as the organizer, through its representative, Mr. Pham Anh Duc, identified with foreign identification card No. 005548250. Previously, through SBS Resolution No. 00173 of January 21, 2026, the SBS had already authorized the organization of the electronic money issuer company under the corporate name BiPay Empresa Emisora de Dinero Electrónico S.A.
The SBS verified that the company complied with the requirements of Procedure No. 1B of the Superintendency’s Single Text of Administrative Procedures (TUPA), approved by SBS Resolution No. 1581-2023 and its amendments. Following the evaluation, the entity was technically and administratively enabled to begin its operations.
Regulatory framework
The authorization is based on Article 27 of the General Law of the Financial and Insurance System and Organic Law of the Superintendency of Banking and Insurance, Law No. 26702, and the Regulation for the Authorization of Companies and Representatives of the Financial and Insurance Systems, approved by SBS Resolution No. 211-2021 and its amendments. It received approval from the Deputy Superintendencies of Banking and Microfinance, and Regulation and Legal, as well as the Risk Management and Market Conduct and Financial Inclusion departments.
Publication obligations
The second article of the resolution stipulates that the General Secretariat of the SBS shall grant the corresponding Operating Authorization Certificate, which must be published in a manner that remains permanently accessible to the public:
- First publication: in the Official Gazette El Peruano, within ten (10) business days following the notification of the certificate.
- Second publication: in a newspaper of wide national circulation, within ten (10) business days following the first publication.

With this authorization, BiPay joins the ecosystem of electronic money issuing companies supervised by the SBS, which translates into more options for making payments, transfers, and low-value digital operations, especially for sectors of the population with less access to traditional banking. The entry of an operator linked to Viettel Perú reinforces competition in the fintech segment and aims to consolidate digital financial inclusion in the country.
