The declaration, issued on August 28, 2026, covers the incident period of April 23 through April 28, 2026, and was published in the Federal Register of September 2, 2026.
The notice, signed by James Stallings, Associate Administrator of the SBA’s Office of Disaster Recovery & Resilience, designates Randolph and Saline counties as the primary counties adversely affected by the disaster. The declaration is issued under the authority of 13 CFR 123.3(b), with Catalog of Federal Domestic Assistance Number 59008.

- Economic Injury (EIDL) Loan Application Deadline: May 28, 2027

The point of contact for the declaration is Milton Murphy of the SBA’s Office of Disaster Recovery & Resilience, at 409 3rd Street SW, Suite 6050, Washington, DC 20416, (202) 205-6734.
What This Means for Residents
For homeowners, businesses and nonprofits in Randolph and Saline counties, the declaration unlocks federal financing at rates well below typical commercial borrowing, with the lowest physical-damage rate of 2.875% reserved for homeowners without credit available elsewhere. The extended EIDL window through May 2027 gives affected enterprises time to assess economic losses, while the physical-damage deadline of October 27, 2026 requires prompt action for property repairs.
