Sarria definitively approves the 69.91 euro fee for works

The Sarria City Council has definitively approved the modification of the Fiscal Ordinance Regulating the Fee for the Issuance of Administrative Documents, which adds a new fee of 69.91 euros for the processing of prior communications or responsible declarations relating to the execution of constructions, installations, or works. The plenary agreement, initially adopted on July 30, 2026, became definitive as no claims were filed during the public information process. The resolution is published in the Official Gazette of the Province of Lugo number 234, dated October 13, 2026, with official reference R. 2750 and file 2116/2026.

The Plenary of the Sarria City Council, in a session held on July 30, 2026, agreed to the provisional approval of the modification of the referenced fiscal ordinance. Following the period of public exhibition, and as no allegations were registered, the agreement was automatically elevated to definitive, as stated in the announcement signed by the mayor, Claudio M. Garrido Martínez, in Sarria on October 8, 2026.

The publication is carried out in compliance with the provisions of article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.

What changes in the ordinance

The modification affects article 6 of the ordinance, to which a single new tax fee is added:

• Concept 43: for the processing of prior communications or responsible declarations relating to the execution of constructions, installations, or works.
• Amount: 69.91 euros.

The full text of the modification is inserted in the official announcement, which details the concept and the amount in a table of fees. The regulation affects any person or company that must submit a prior communication or a responsible declaration to the Sarria City Council to execute works or installations within the municipal district.

Processing and public information

The file was submitted for public information through announcements published in the following media:

• Official Gazette of the Province of Lugo number 190, of August 21, 2026.
• Newspaper El Progreso, of August 21, 2026.
• Transparency Portal of the Municipal Electronic Office.

During this process, no claims were filed, which led to the automatic elevation of the provisional agreement to definitive.

Legal framework and means of appeal

Against the agreement, according to article 19 of the Recast Text of the Law Regulating Local Treasuries, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within a period of two months starting from the day following the publication of the announcement, in accordance with article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

The announcement bears the signature of the mayor, Claudio M. Garrido Martínez, and the date of Sarria, October 8, 2026.

The new fee adds a fixed cost of 69.91 euros for those processing works or installations through prior communication or a responsible declaration, a common procedure in renovations and small-scale interventions. The entry into force of the modification represents, for the residents and companies of the municipality, a direct increase in the cost of the administrative procedure that must be submitted before starting the works.
