Sarrià de Ter submits the 2027 tax ordinances for public exhibition
Por FactBox Admin

The City Council of Sarrià de Ter has initially approved the modification of several tax ordinances regulating taxes, fees, and public prices for the 2027 fiscal year, an agreement adopted by the Plenary in the session of October 27, 2026, and published in the Official Gazette of the Province of Girona no. 211, of November 3, 2026 (edict 9366, reference BOP-2026_0_211_9366, pp. 1-2). The text is now open for claims and suggestions for 30 business days.
Solar bonuses with transitional regime
The first of the affected ordinances is O.F. 2, regulating the property tax (IBI). The modification does not touch the general framework of bonuses, but rather establishes the transitional regime applicable to existing bonuses for the installation of solar energy utilization systems. It is, therefore, a matter of organizing the coexistence between the tax benefits granted before this modification and the new wording of the ordinance, a point particularly sensitive for owners who already enjoy these bonuses.
ICIO is indexed to the Architects’ College module
The second is O.F. 4, regarding the tax on constructions, installations, and works (ICIO). Here, the change is in the calculation base: the reference to a fixed amount of the basic module is replaced by a reference to the module updated annually by the Official College of Architects of Catalonia (COAC). The practical effect is that the tax base ceases to depend on a figure frozen in the ordinance and begins to follow the evolution of the official module year after year, which directly affects developers and individuals applying for building permits.
Public prices at the Local Government Board
The third agreement is of a jurisdictional nature: the Plenary delegates to the Local Government Board the power to fix and modify the public prices that are currently approved by the Plenary, under the terms of article 8 of Tax Ordinance 16, regulating public prices. With this delegation, the rates for municipal services and activities can be updated without going through the Plenary, which streamlines management but shifts the decision to the governing body.
Processing and deadlines
The procedure is processed under file X2026002473, in accordance with article 17 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local treasuries. The planned steps are:
- Public information regarding the initial approval agreement and the full text of the ordinances for 30 business days, starting from the day after the publication of the announcement.
- Simultaneous publication in the Official Gazette of the Province of Girona and on the City Council’s notice board, so that interested parties may examine the file and submit allegations.
- Automatic elevation to final approval if no claim is submitted, without the need for a subsequent agreement from the Plenary.
- Publication of the full text in the official gazette once definitively approved, in accordance with article 70.2 of Law 7/1985, of April 2, regulating the bases of the local regime.
- Entry into force on January 1, 2027, with indefinite validity unless modification or repeal is agreed upon.
The announcement appears signed by the mayor, Isaac Ramió Lafuente, with an electronic signature dated October 28, 2026.
The calendar gives taxpayers and developers in the municipality one month to review ordinances that will affect the fiscal burden right the day after New Year’s Eve: anyone wishing to make allegations regarding the IBI solar bonuses or the new indexation of the ICIO must do so before the agreement becomes final.
