Santoña appoints two General Administration technicians as career officials
Por FactBox Admin

The Santoña City Council has appointed Diego Ocejo Alsar and Jaime Vega Martínez as career civil servants in two separate positions as General Administration Technicians. The decision was adopted by Mayoral Decree on August 21, 2026, under Resolution Registry number RESAL 2026/1064, and was made public in the Official Gazette of Cantabria no. 195, dated October 9, 2026, with reference CVE-2026-7874.
The announcement, signed in Santoña on October 5, 2026, by Mayor Jesús Gullart Fernández, details that both appointments correspond to the General Administration Scale, Technical Subscale, classified in the Subgroup with A1 qualification, destination supplement 26. The associated administrative file is 2025/2933.
Two positions filled by open competition
The two positions have been filled through the open competition system, as stated in the published resolution. The positions are endowed with the remuneration or emoluments corresponding according to current legislation and with the rights and obligations inherent to the status of a career civil servant.
The appointments affect:
- Diego Ocejo Alsar, with ID No. 5362**.
- Jaime Vega Martínez, with ID No. 0641**.
Both access the position of General Administration Technician of the Santoña City Council after passing the corresponding selection process.
A process initiated in 2025
The origin of the call dates back to the previous year. The rules governing the selection were approved and published in the Official Gazette of Cantabria on November 14, 2025, in issue number 220. The call was subsequently published in the Official State Gazette on November 26, 2025.
With the publication of this announcement, the Santoña City Council formally closes the entry procedure and publicizes the appointment, as required by local public service regulations.
Already operational in the Contracting Board
The two new technicians are not strangers to municipal activity. In a previous resolution, published in the Official Gazette of Cantabria on September 24, 2026 (CVE-2026-7373), the City Council had already recorded that, following the selection process to fill two General Administration Technician positions, Diego Ocejo Alsar and Jaime Vega Martínez had taken office.
That same agreement, regarding the modification of the composition of the Contracting Board, incorporated them into said body: Diego Ocejo Alsar appears as a substitute for the secretary and as a member with a legal advisory function, while Jaime Vega Martínez appears as a substitute for the comptroller, in both cases when they are expressly designated by Mayoral resolution for the accidental performance of those functions.
Reinforcement of the municipal technical structure
The appointment consolidates two highly qualified positions within the municipal workforce, reserved for holders of higher university degrees and classified under subgroup A1. These are transversal roles, with functions involving legal advice, economic-budgetary control, and support for the governing and contracting bodies of the Santoña City Council.
The permanent incorporation of both career civil servants provides stability to the Council’s technical structure and reinforces its capacity to process files and tenders, an area in which the Contracting Board plays a central role as a specialized assistance body.
