Santiago publishes the regulations fixing the alignments of the PXOM in Codesedas

The City Council of Santiago de Compostela has published in the Official Gazette of the Province of A Coruña the urban planning regulations for the specific modification of the PXOM (General Urban Development Plan) that establishes the alignments of Rúa do Vencello, in the nucleus of Codesedas. The announcement, number 2026/6452, appears in bulletin number 193 of October 9, 2026, and complies with article 70.2 of Law 7/1985 on the bases of the local regime. The modification had already been definitively approved by the Plenary on October 30, 2025, and has been registered in the Registry of Territorial Planning and Urban Planning of Galicia since October 1, 2026.

The agreement and its procedures

The project was presented on June 5, 2025, and prepared by ESTUDIO TÉCNICO GALLEGO S.A. The Plenary of the Corporation definitively approved it in the session of October 30, 2025, and the agreement was published in the Official Gazette of Galicia number 151, of August 1, 2026. The registration in the regional registry was completed on October 1, 2026.

The announcement is signed in Santiago de Compostela on October 2, 2026, by the delegated councillor for Urbanism, Housing, and the Historic City, Iago Lestegás Tizón, by delegation (DEC/2023/8135, of June 17, 2023). The processed file is 2022/22200J.

What is being modified

• Object: to mark in the planning maps of the PXOM the alignments of an existing public path in the nucleus of Codesedas, Rúa do Vencello.
• The path appears both in the Cadastre and in the land consolidation plans of the area (Figueiras).
• It constitutes the only public vehicular access road to several existing buildings.
• The modification does not alter the classification of the affected land (rural nucleus) nor the applicable ordinance (ordinance 14).
• It is limited to reflecting in the planning maps, on sheet F23, the layout of the existing path and the resulting alignments.

Setbacks and legal framework

The new alignment respects the minimum setback of 4 meters from the axis provided for in the land legislation of Galicia (articles 92 of the LSG and 217 of the Regulation), expanding in some points to reach a total section of 10 meters.

The modification is drafted in accordance with Law 2/2016, the land law of Galicia, and the current PXOM of Santiago de Compostela. Within its scope of application, a small area of the rural nucleus of Codesedas, the general provisions of the PXOM and, complementarily, the binding provisions of the regional law shall apply.

Appeals and public consultation

Against the provisions of the approved regulations, a contentious-administrative appeal may be filed directly before the High Court of Justice of Galicia within a period of two months, counting from the day following the publication of the announcement.

The definitively approved text can be consulted on the website of the City Council of Santiago de Compostela, in the transparency and urbanism area dedicated to the specific modification of the PXOM for the fixing of alignments.

Publication in the provincial bulletin completes the procedure and gives legal effect to the new alignments, which from now on condition the licenses and any urban intervention in the surroundings of Vencello Street.
