Santander expone quince días su presupuesto general de 2027 para alegaciones

The Santander City Council has opened the public information period for its General Budget for the 2027 fiscal year, initially approved by the Plenary in an ordinary session on October 29, 2026. The announcement is published in the Official Gazette of Cantabria no. 212, dated November 4, 2026 (page 56375), under the official reference CVE-2026-8565. The file remains available to residents and affected entities for fifteen business days for examination and for the submission of claims to the Plenary.

The plenary agreement covers the entirety of the municipal public sector and not only the council’s accounts. The initial approval was signed in Santander on October 29, 2026, by the mayor, Gema Igual Ortiz, and the announcement is inserted in section 4.1 of the provincial gazette.

The procedure complies with Article 20 of R.D. 500/1990, of April 20, the regulation governing the initial approval, public exhibition, and resolution of claims for the budgets of local entities. This means that the document approved by the Plenary is not yet final: its final validity depends on the allegations period closing without challenges.

A budget composed of six documents

The 2027 General Budget is not limited to the City Council, but groups together the accounts of the corporation and five dependent entities, which are presented jointly:

  • Budget of the Santander City Council.
  • Budget of the Municipal Sports Institute.
  • Budget of Empresas Municipales de la Plaza de Toros, SA.
  • Budget of Empresa Municipal de Turismo de Santander, S.A.
  • Budget of Santurban, S.A.
  • Budget of the Sociedad de Vivienda y Suelo de Santander, S.A.

The joint exhibition implies that allegations may refer both to the council’s master budget and to the accounts of any of the autonomous bodies and municipal capital companies included in the file.

Fifteen business days to examine and claim

The public information period is calculated from the day following the publication of the announcement, that is, from November 5, 2026, and extends for fifteen business days. The key points of the procedure are as follows:

  • Where to consult: the documentation is deposited in the offices of the Economic, Financial and Budgetary Directorate of the Santander City Council.
  • Who can act: interested parties, namely the residents of the municipality and entities with standing regarding the exposed accounts.
  • What can be submitted: claims against the initially approved budget.
  • To whom: claims are addressed to the Plenary of the corporation.
  • Calculation of the period: fifteen business days starting from the day following the publication in the Official Gazette of Cantabria.

The budget will be final if there are no claims

The announcement clearly establishes the two possible outcomes of the process. If no claim is filed during the public exhibition period, the 2027 General Budget will be considered definitively approved, without the need for a new plenary pronouncement. If, on the contrary, allegations are registered, the Plenary will have a period of one month to resolve them, in accordance with the same article 20 of R.D. 500/1990, of April 20.

The resulting calendar conditions the entry into force of the municipal accounts and those of the entities that depend on them, from municipal sports to tourism, urban transport, housing, and the management of the bullring.

The publication directly affects all residents of Santander, as the General Budget determines the services, investments, and rates for the next fiscal year, as well as the staff and suppliers of the five included entities. Furthermore, this period is the only formal opportunity to challenge the accounts before their final approval, so that any correction must be proposed within fifteen business days following the publication of CVE-2026-8565.
