Santa Eulalia del Campo puts up for bid four residential plots from the Land Heritage (Patrimonio del Suelo)

The City Council of Santa Eulalia del Campo has opened a public tender for the onerous disposal of four plots from its Public Land Heritage intended exclusively for residential housing, with starting prices between 11,459.33 and 12,956.27 euros, VAT included. The call is agreed upon by Mayoral Decree No. 2026-0085, dated September 11, 2026, and published in the Official Gazette of the Province of Teruel No. 178, dated September 17, 2026, under announcement number 2026-2657. The processed file is 165/2026 and the awarding entity is the Mayor, with the municipal Secretariat as the instructing department.

The procedure is governed by the specifications of economic-administrative clauses and the conditions accompanying the file, and has the prior knowledge of the General Directorate of Local Administration of the Government of Aragon, which, through a resolution dated September 10, 2026, gave its approval to the file and the agreement for the disposal by tender with a plurality of criteria. The announcement is disseminated in the Official Gazette of the Province, on the municipal electronic office, and on the corporation’s Notice Board.

Four plots on España Street with starting prices from 11,459 to 12,956 euros

The properties subject to the tender are located on España Street, numbers 11 A, 11 B, 11 C, and 11 D, with areas between 222 and 251 square meters. The starting prices, with 21% VAT already included, are as follows:

• Plot 1: registry property 9044, España Street No. 11 A, 251 m², valuation of 10,707.66 euros and 12,956.27 euros including VAT.
• Plot 2: registry property 9045, España Street No. 11 B, 222 m², valuation of 9,470.52 euros and 11,459.33 euros including VAT.
• Plot 3: registry property 9046, España Street No. 11 C, 224 m², valuation of 9,555.84 euros and 11,562.57 euros including VAT.
• Plot 4: registry property 9047, España Street No. 11 D, 225 m², valuation of 9,598.50 euros and 11,614.19 euros including VAT.

The use of the plots is linked exclusively to residential housing, according to the data published in the official announcement.

Open procedure with plurality of criteria and a definitive guarantee of 3,000 euros

The processing is ordinary and the procedure is open, with bidding based on a plurality of criteria under a competition regime and awarding to the most advantageous offer. The valuation criteria are detailed in the fifth clause of the specifications of economic-administrative clauses.

Regarding the required guarantees:

• Provisional: not required.
• Definitive: 3,000.00 euros for bidders proposed as awardees of any plot.

The Contracting Board will carry out the opening of the submitted envelopes in a public act, and the date and time will be communicated to interested parties via publication on the City Council’s electronic office.

Twenty business days to submit bids manually or electronically

The deadline for submitting applications is twenty (20) business days, counted from the day following the publication of the announcement in the Official Gazette of the Province of Teruel. Bids may be submitted manually and by electronic means, under the terms of the seventh clause of the specifications.

The documentation must necessarily include Annex I (responsible declaration), the economic bid according to Annex II, and a technical proposal with sufficient content for the scoring of the award criteria. The tender opens a way for developers and individuals to access residential land in the municipality, in an operation that mobilizes four estates of municipal land heritage with a minimum outlay of 11,459.33 euros per plot. The result will depend on the bids submitted within the twenty business day period and the subsequent award by the Contracting Board.
