Santa Eugènia appoints an interim local police officer from the single pool

The Santa Eugènia City Council has appointed Gabriel Jaume Valcaneras (DNI 43***234Z) as an interim civil servant in the category of local police, effective from August 7, 2026. The decision, adopted by resolution of the Mayor, is published in the Official Gazette of the Balearic Islands (BOIB) no. 103, of August 18, 2026, within Section II (Authorities and personnel), page 44956.

The appointment responds to the urgent need to fill job positions in the police category, as the municipality suffers from a lack of police personnel. The council had adhered to the Single temporary employment pool specific to the police category, created for municipalities of up to 20,000 inhabitants in the Balearic Islands by the Ministry of Presidency and Public Administrations (BOIB no. 6, of January 11, 2024).

Designation from the single pool

The appointment proposal arrived via a letter from the School of Public Administration with entry registry no. 2026-E-RC-1296, which proposed the designation of Gabriel Jaume Valcaneras. On August 5, 2026 (entry registry no. 2026-E-RE-533), the candidate submitted the supporting documentation required by bases 14.9 and 14.10 of the call, which includes:

  • Supporting documentation of the specific job requirements and those established in base 6.2, within a maximum period of two business days from the acceptance of the position.
  • A responsible declaration of not incurring any of the causes of unavailability regulated in base 13.2.
  • Not suffering from any physical or psychophysical illness or defect that prevents the correct performance of duties, according to the medical exclusion table of annex 5 of the Framework Regulation for the coordination of local police in the Balearic Islands (Decree 40/2019).
  • Not having been separated from the service of any public administration nor being disqualified from public occupations or positions by judicial resolution.

The resolution is based on article 21.1.h) of Law 7/1985, of April 2, on the Bases of Local Government; article 136 of the revised text of the legal provisions in force regarding Local Government (Royal Legislative Decree 781/1986, of April 18); and article 7 of Royal Decree 896/1991, of June 7, on the selection procedure for civil servants of the Local Administration.

The remuneration of the appointee will be the amount established in the 2026 Municipal Budgets. The appointment is published in the BOIB and on the City Council’s notice board, and it will be reported at the next plenary session. The resolution, electronically signed by Mayor José Luis Urraca Martín on August 17, 2026, exhausts the administrative route and allows for a contentious-administrative appeal within two months or an optional appeal for reversal within one month.

Relevance for the municipality

The incorporation of an interim officer through the single registry allows Santa Eugènia to agilely reinforce its police force in the face of a shortage of personnel, a problem shared by many small municipalities in the Balearic Islands. The urgent filling of the position ensures the continuity of the local security service until it is permanently filled.
