Santa Cruz opens call for free appointment for the General Directorate of Culture

The Santa Cruz de Tenerife City Council has approved the guidelines that will govern the call to fill, through the free appointment procedure, the management position of General Director of Culture and Historical Heritage, with code D24 of the Job Position List. The decision was adopted by Decree of the Councilwoman Delegated in Human Resources on September 4, 2026, processed under file 2/2026/LD, and published in the Official Gazette of the Province of Santa Cruz de Tenerife number 111, dated September 16, 2026.
The position, assigned to the Government Area of Quality of Life, is filled by the free appointment system, a procedure in which the Administration freely evaluates the merits of the candidates. The call is open to both public employees and private sector professionals, and its resolution corresponds to the Local Government Board, following a report from the Human Resources Organization and Planning Service.
Requirements and applicant profile
Those who meet the requirements as of the deadline for submitting applications may participate:
- Career civil servants of the State, autonomous communities, or local entities, including those of Local Administration with National Qualification, belonging to bodies or scales of subgroup A1.
- Permanent contractual staff of Public Administrations with a professional classification of Group 1 or equivalent.
- Private sector professionals with a doctorate, degree, engineering, architecture degree, or equivalent degree, in accordance with the European Higher Education Area and the Registry of Universities, Centers, and Degrees (RUCT).
Those who are disqualified or suspended by a final judgment or resolution, as well as civil servants on voluntary leave for private interest for less than two years since its declaration, are excluded.
Functions and position valuation
The holder of the position must plan, coordinate, and direct the public programs within their scope, with special attention to the management of the Autonomous Culture Body and the municipal Historical Heritage. Their specific functions include:
- Coordinating the administrative management of the Autonomous Culture Body, without prejudice to the functions of its Management.
- Promoting the processing of grants, contracts, and agreements for its operation.
- Carrying out the economic and budgetary control of the body.
- Coordinating actions for the proper management of the municipal Historical Heritage.
The position is valued with a destination supplement of level 30 and a specific supplement of 1,566 points, and requires full availability and increased dedication.
Deadlines and processing
Applications, adjusted to the model in Annex I, must be submitted within fifteen business days from the day following the publication of the call summary in the Official State Gazette (Boletín Oficial del Estado). They shall be submitted via the City Council’s Electronic Registry or the registries provided for in article 16.4.a) of Law 39/2015.
Following the assessment of merits, applicants may be called for an interview before the Government Department of the Social Policies Area. The resolution must be issued within one month from the end of the application period, extendable for one more month. The assumption of office shall be within three business days, or one month if it involves a change of residence; for labor personnel and private sector professionals, a senior management contract will be formalized with a nine-month probationary period.
The call, signed by the Head of the Human Resources Organization and Planning Service, Laura Martín Tirado, shall be declared void if no participants apply or if none meet the requirements. The news is of particular interest to the municipal cultural sphere and to professionals in the sector, as it concerns a key management position in the administration of culture and heritage of the Tenerife capital.
