Santa Cruz definitively approves its Green Infrastructure and Biodiversity Plan

The Official Gazette of the Province of Santa Cruz de Tenerife, in issue No. 97, of Friday, August 14, 2026 (p. 23164), publishes the announcement concerning the definitive approval of the Green Infrastructure and Biodiversity Plan of Santa Cruz de Tenerife (PIVB), processed under file 1620/2020/SP. The plan, provisionally approved by the City Government Board on April 20, 2026, is hereby definitively approved since no objections were submitted during the public information period.
The agreement of April 20, 2026 already established that, if no objections were submitted within the given period, the thus-far provisional agreement would be deemed definitively adopted, and the announcement of the definitive approval must be published in the provincial gazette and on the Transparency Portal, with indication of the appeal remedies. The initial approval of the plan was published in BOP No. 52, of May 1, 2026, and on the Transparency Portal on May 13, 2026.
A procedure with no objections
Three different reports and certificates confirm that no one filed claims against the plan during the public exhibition:
- The certificate from the Government Sub-delegation in Santa Cruz de Tenerife, dated July 1, 2026, notes that, after consulting the documentation subject to article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure, no record of objections exists between May 1 and June 1, 2026.
- The report from the Head of the Administrative Service for Environmental Sustainability and Public Services, dated July 3, 2026, confirms that no objection or claim was submitted within the period enabled for that purpose.
- The certificate from the Director of the Office of the Secretary of the City Government Board, María Isabel Alcántara Leonés, dated August 6, 2026, reiterates that no claim was submitted against the initial approval agreement adopted on April 20, 2026.
Object and scope of the plan
The PIVB is the instrument by which the City Council of Santa Cruz de Tenerife establishes the model for green infrastructure and biodiversity of the municipal area. The announcement is published, as its text states, “for the purposes of understanding the plan as definitively approved”, under the terms provided in the second paragraph of the agreement of the City Government Board of April 20, 2026. The reports supporting the closing of the file are issued based on what was agreed by the City Government Board, which also ordered publication in the Official Gazette of the Province, the Notice Board and the Transparency Portal.
The milestones of the procedure
- 20 April 2026: the City Governing Board provisionally approves the plan and agrees to submit it to public information.
- 1 May 2026: publication of the initial approval in the Official Bulletin of the Province (BOP) No. 52.
- From 2 May to 1 June 2026: public information period, with no allegations.
- 13 May 2026: publication on the Transparency Portal.
- 31 July 2026: report from the Directorate General for Environmental Sustainability and Public Services of the City Council.
- 7 August 2026: date of signing of the notice, signed by the Head of the Administrative Service for Environmental Sustainability and Public Services, Patricia Luis Ravelo.
The certificate is issued with the approval of the Government Councillor for the Area of Strategic Planning, Environmental Sustainability and Public Services, pursuant to the provisions of article 40.2.k) of Law 7/2015, of 1 April, on the municipalities of the Canary Islands.
With this publication, the plan is definitively approved and enters into force as the municipality’s reference framework for urban green areas and biodiversity, closing a file initiated in 2020 and rendering the allegations phase void, which concluded without objections. Promoters, technicians and citizens must comply with this instrument in future developments and actions on public space in the Tenerife capital.
