Santa Coloma tenders stalls and warehouses for the Singuerlín and Sagarra markets

The Santa Coloma de Gramenet City Council has opened a tender for the administrative concession for the use and operation of several stalls and warehouses at the Singuerlín Municipal Market and the Sagarra Municipal Market, divided into four lots. The approval was adopted by the Local Government Board on July 28, 2026, and the announcement was published in the Official Gazette of the Province of Barcelona (BOPB) on October 27, 2026, under reference CVE 202610157455. The file will be available for public inspection for 30 business days for the purpose of claims.

Legal framework and public exhibition process

The tender is carried out in compliance with Law 33/2003, of November 3, on the assets of public administrations, and Article 61 of Decree 336/1988, of October 17, which approves the Asset Regulations for local entities. The announcement is processed by the Area of Internal Services, Economy, Participation and Equality, through the municipal Procurement Service.

The procedure begins with the public exhibition of the file, open for a period of 30 business days. Once this period has elapsed, the submission of proposals will open, which must necessarily be done via the DIGITAL ENVELOPE tool integrated into the Public Procurement Services Platform of Catalonia, accessible from the City Council’s contractor profile, for a minimum period of 15 days.

Four lots and minimum starting fees

The type of tender is the minimum fee, which bidders may improve upwards but not reduce. The starting amounts per lot are as follows:

• Lot 1, Singuerlín Market, stall number 14 and warehouse number 6: 9,375.82 euros.
• Lot 2, Singuerlín Market, stall number 32 and warehouse number 14: 8,258.59 euros.
• Lot 3, Singuerlín Market, stall number 42-43: 13,374.33 euros.
• Lot 4, Sagarra Market, stall number 7-8 and warehouses number 7-8: 15,817.06 euros.

The fee is not subject to VAT, as determined by Article 7.9 of Law 37/1992, of December 28, on Value Added Tax. Three of the four lots correspond to the Singuerlín market and only one to Sagarra, which, however, is the one with the highest amount.

Very different durations depending on the facility

The term of the concessions begins the day after the formalization of the contract and extends to dates that are far apart:

• Stalls of the Singuerlín Municipal Market: until September 26, 2040.
• Stalls of the Sagarra Municipal Market: until November 17, 2049.

The nine-year difference between the two facilities makes the operating conditions especially relevant for the Sagarra concessionaires, who assume a longer-term commitment.

The documentation will be available at the City Council’s Procurement Service (Servei de Contractació), at plaça de la Vila, 1, from 9 a.m. to 1 p.m., and also electronically via the contractor profile, accessible through www.gramenet.cat and the contractaciopublica.cat platform. The final date for the submission of proposals and the dates of the procurement tables will be specified in the contractor profile itself.

The tender directly affects the stallholders and users of the two municipal markets, who face a change in ownership of up to four sets of stalls and warehouses and a concession duration that, in the case of Sagarra, extends beyond two decades.
