Santa Ana auctions the pastures of Dehesa Boyal for neighboring livestock farmers

The Santa Ana City Council (Cáceres) has called for tenders, via an open auction procedure, for the grazing rights contract of the “Dehesa Boyal” communal estate for the 2026/2027 agricultural year, with a bidding price of 19,000.00 euros, which may be improved upwards. The call is published in the Official Gazette of the Province of Cáceres number 0169, dated September 3, 2026, with reference CVE: BOP-2026-4166.

The decision stems from the agreement of the Extraordinary Plenary of the City Council on August 14, 2026, with the mandatory authorization from the competent body of the Junta de Extremadura on August 20, 2026. The contract, which is of a private legal nature, is governed by the Regulatory Ordinance for the communal use of the Dehesa Boyal (published in the BOP of Cáceres number 54, dated March 19, 2009), by the Regulations on Assets of Local Entities (Royal Decree 1372/1986) and, supplementarily, by Law 9/2017 on Public Sector Contracts.

Object and conditions of use

The use corresponds to the 2026/2027 agricultural year, spanning from October 1, 2026, to September 30, 2027, and may be extended for agricultural years up to a maximum duration of five years (including extensions). The contract is not subject to Value Added Tax.

• Bidding price: 19,000.00 euros, improvable upwards.
• Provisional guarantee: not required.
• Definitive guarantee: 5 percent of the award amount, to be established within fifteen calendar days from notification.
• Submission deadline: fifteen business days from the day following the publication of the announcement.

Who may apply

The auction is addressed exclusively to associations of livestock-farming residents constituted according to Article 28 of the Ordinance; temporary joint ventures (UTEs) are excluded due to the link between the use of the land and the status of being a resident. The admitted associative forms are:

• Cooperative Society
• Agricultural Transformation Society
• Health Defense Group
• Non-profit livestock farmers’ association
• Any other form signed via contractual agreement by all its members

Under equal conditions, preference will be given to associations with greater representativeness, measured by the number of residents who compose them. Proposals shall be submitted in two sealed envelopes—administrative documentation and economic proposal—at the General Registry of the City Council, between 9:00 and 14:00 hours.

Processing and award

The Contracting Board, chaired by the Mayor-President or the council member to whom they delegate, and composed of the Secretary-Interventor and two council members appointed by the Plenary, shall qualify the documentation and open the economic proposals in a public act. The date and time of opening shall be established by Mayoral Decree and published on the notice board.

In the event that several entities apply, the contract will be awarded to the highest bidder provided that the difference in local members between them does not exceed 10 percent; if it is higher, the association with the greater number of members shall have a right of first refusal for the award amount. The Plenary shall adopt the final award with an absolute majority quorum, and the contract shall be formalized in a private document authorized by the Secretary of the Corporation. The announcement is signed by the mayor, Jesús Regodón Cercas.

Relevance for the livestock sector

The tender for the Dehesa Boyal is key for the local livestock farming of Santa Ana, as it guarantees local livestock farmers access to communal pastures under conditions of equality and with preference for the most representative associations. The successful bidder must respect the quotas for cattle and horses established in the Ordinance and temporarily move the livestock to the “Dehesa de Abajo” when the municipality holds festivities or public events, assuming the transport and maintenance costs.
