Sant Quirze del Vallès appoints four career technical civil servants
Por FactBox Admin

The City Council of Sant Quirze del Vallès has appointed four women as career civil servants to consolidate positions in General Administration: one senior technician from group A1 and three management technicians from group A2. The four appointments were formalized via open competitive examination through mayoral decrees issued between August 28 and October 7, 2026, and were published in the Official Gazette of the Province of Barcelona on October 27, 2026, under the official reference CVE 202610156407. The announcement bears the signature of the mayor, Elisabeth Oliveras Jorba, dated October 15, 2026.
The legal framework for the publication is Article 82 of the Personnel Regulations for Local Entities, which requires the public disclosure of career civil servant appointments once the selection processes have been resolved. The administrative file supporting the procedure is 10/2026/SQRRHH, processed by the council’s Human Resources service, and the four positions belong to the General Administration scale, meaning they are transversal roles rather than sector-specific technical areas.
One A1 position and three A2 positions
The four appointments are detailed individually in the announcement, including the access route, scale, class, and qualification group for each position:
- Sílvia Planas Guitart, senior technician, General Administration scale, qualification group A1, by mayoral decree number 202605097 of August 28, 2026.
- Mònica Gil Cámara, management technician, General Administration scale, qualification group A2, by mayoral decree number 202605731 of October 6, 2026.
- Patricia Masip Garcia, management technician, General Administration scale, qualification group A2, by mayoral decree number 202605741 of October 7, 2026.
- Francisca Martínez Nicolàs, management technician, General Administration scale, qualification group A2, by mayoral decree number 202605676 of October 2, 2026.
In all cases, the selection system was an open competitive examination, meaning the four individuals join the municipal staff as career civil servants rather than as interim or temporary contract staff.
Four decrees signed over ten weeks
The mayoral decrees supporting the appointments were staggered over slightly more than ten weeks, between late August and the first week of October, reflecting the phased resolution of four different selection processes. However, the joint publication in a single announcement arrived on October 27, after the documentation was electronically signed on October 15.
The City Council thus concludes the processing of the selection files with the official publication notice, which is the requirement that gives full effect to the appointment and paves the way for the four civil servants to take possession of their positions.
A reinforcement of General Administration positions
The four appointed positions are within the same scale, General Administration, which provides legal, economic, and organizational support to the rest of the municipal services. The A1 senior technician position is at the highest level of university qualification provided for local administration, while the three A2 management technician positions correspond to the degree level or equivalent.
This operation is added to other personnel management movements of the same council published this year, such as the modification of the bases for the constitution of specific pools for positions in subgroups C1 and C2, approved by mayoral decree 202605440 of September 22, 2026, and published in October.
For the residents of Sant Quirze del Vallès, the consolidation of these four positions brings stability to central services that process files, contracts, grants, and budgets, and reduces the dependence on interim staff in sensitive areas of municipal management.
