Sant Mateu de Bages opens the tender for the Casino's bar-restaurant

The Sant Mateu de Bages City Council has opened the bidding process for the administrative concession for the use and operation of the bar-restaurant of the Casino de Valls de Torroella, with a minimum annual fee of 4,200 euros and a deadline of 30 business days to submit offers. The announcement, signed by Mayor Jordi Borràs Vilanova on October 16, 2026, is published in the Official Gazette of the Province of Barcelona (BOPB) on October 21, 2026, with the official reference CVE 202610154871 and file number 2026/684.

The starting point is the agreement of the Municipal Plenary in an ordinary session on August 25, 2026, which initially approved the call for tenders and the two specifications governing the concession: the technical specifications and the economic-administrative specifications. The file was submitted for public review for 20 business days via an announcement on the corporation’s notice board and in the BOPB, in a first publication dated September 1, 2026 (CVE 202610135789).

Since no objections were filed during that period, the initial approval agreement has become definitively approved without the need for a new express agreement from the Plenary. It is at this moment that the bidding process is formally opened, reaching the provincial gazette through ordinary processing and an open procedure as the form of award.

A two-year concession extendable up to five

The object of the contract is the administrative concession for the use and operation of the bar-restaurant of the Casino de Valls de Torroella, a municipal facility located in this center of the municipality of Sant Mateu de Bages. The award term is two years, extendable annually up to a total maximum of five years.

The award criteria are those established in clause 1.11 of the economic-administrative specifications, while the minimum conditions and solvency requirements for bidders are collected in clause 1.9 of the same document. The submission of proposals is governed by clause 1.10.

Fee of 4,200 euros and guarantees of 2% and 3%

The minimum economic consideration for the operation is established at 4,200.00 euros per year, according to clause 1.3 of the economic-administrative specifications. This figure acts as the starting threshold for the restaurateurs’ offers.

Bidders must provide two guarantees:

• Provisional: 2% of the value of the public domain subject to occupation and the budget for any works that, if applicable, must be carried out; its constitution must be proven within envelope A.
• Definitive: 3% of the value of the occupied public domain and, if applicable, the budget for the works to be executed, plus the amount of the project fees when established by the bases.

Deadlines, opening of offers, and consultation of specifications

The deadline for submitting bids is 30 working days starting from the day following the publication of the tender notice in the BOPB and on the Contractor Profile of the Sant Mateu de Bages City Council. Proposals must be submitted exclusively by electronic means through this profile, identified with code 1451942 on the Public Procurement Platform.

The opening of the bids will take place on the first working Thursday following the end date of the submission period, at 12:00 p.m. Complementary documentation may be requested up to 4 days before the deadline ends, provided that the request was made at least 8 days in advance.
