Sant Just initially approves a budget of 39.9 million for 2027

The Plenary of the Sant Just Desvern City Council initially approved the general budget for the 2027 financial year in the session held on October 22, 2026. The agreement, signed by Mayor Joan Basagañas i Camps, is published in the Official Gazette of the Province of Barcelona on October 26, 2026 (reference CVE 202610158296) and now opens a fifteen-day period for interested parties to examine it and submit claims.

A budget of 39.9 million for the municipal entity

The approved document sets the budget of the entity itself at 39,918,900.00 euros, a figure that also includes the staff roster of the personnel serving the city council. This represents the main volume of the budgetary set and determines the income and expenses with which the council will operate throughout 2027.

To this amount is added the forecast statement of expenses and income of the fully municipal-owned commercial company Promocions Municipals Santjustenques, SA, which amounts to 3,508,516.08 euros. Combined, both instruments exceed 43.4 million euros of annual economic capacity for the local public sector.

Both documents are part of a single initial approval agreement, meaning that the period for allegations and the subsequent final approval affect both the municipal budget and that of the municipal company simultaneously.

Fifteen days to examine the file and submit allegations

The publication of the announcement activates the procedure provided for in article 169.1 of the revised text of the Law regulating local finances, approved by Royal Legislative Decree 2/2004, of March 5. According to this regulation, the agreement remains open to the public for fifteen days, counted from the day following the publication of the announcement in the provincial gazette.

During this period, interested parties may:

• Consult the complete file at the offices of the Municipal Audit (Intervenció municipal), located at plaça Verdaguer, 2, ground floor.
• Submit any claims they deem appropriate against the approved budget or staff roster.

The announcement identifies the file with the reference AEG 2026 40 30, data that must be stated in any registered allegation.

Automatic final approval if there are no claims

The published text establishes that the general budget and the staff roster will be considered definitively approved if no claim is submitted within this fifteen-day period. Otherwise, the Plenary of the corporation will have one month to resolve the allegations submitted.

This mechanism means that the calendar is practically closed before the end of the year: if there are no challenges, final approval will occur automatically once the public exhibition period has expired, without the need to return to the Plenary.

The mayor’s electronic signature is dated October 22, 2026, at 6:04 p.m., the same day as the plenary session, and the publication in the bulletin is dated October 26.

Impact for residents

The 2027 budget is the document that sets the taxes, fees, and the level of services that the residents of Sant Just Desvern will receive throughout the coming year, and the staff determines the city council’s capacity to provide them. The fifteen-day period that now opens is the only formal window that citizens and entities in the municipality have to question the figures before they are definitively approved.
