Sant Joan Despí opens the waste cost structure to public information
Por FactBox Admin

The Sant Joan Despí City Council has initially approved the cost structure for the municipal waste collection and street cleaning service of the municipality and is submitting it for public consultation for 20 business days. The agreement was adopted by the municipal Plenary in an ordinary session on October 29, 2026, and is published in the Official Gazette of the Province of Barcelona (BOPB) on November 2, 2026, with the official reference CVE 202610162780. This procedure is the preliminary step for the Contract Price Committee of Catalonia to issue the mandatory report that opens the door to the price review of the contract.
The legal framework of the agreement is Article 9.7 of Royal Decree 55/2017, of February 3, which develops Law 2/2015, of March 30, on the de-indexing of the Spanish economy. Added to this regulation is Instruction 1/2026, of July 21, from the Contract Price Committee of Catalonia, which establishes the criteria for obtaining and approving cost structures in contracts subject to price review.
The municipal agreement begins by validating the previous procedure: in accordance with Article 52 of the LPACAP, the request addressed to the economic operators of the sector to submit their cost structure for the service is validated. In other words, the City Council formalizes a request for information that was intended to serve as the basis for constructing the cost breakdown upon which any price review will be calculated.
Twenty business days and three publication channels
The initial approval is subject to public consultation for a period of 20 business days. The count does not begin with the publication in the official gazette, but rather the day after the last of the publications are made, so that the process effectively extends until the three announcements are completed.
The planned publication channels are:
- The Official Gazette of the Province of Barcelona.
- The City Council’s contractor profile hosted on the Procurement Platform of the Generalitat de Catalunya.
- The municipal notice board.
During this period, interested parties may submit allegations, claims, and suggestions via an application to the municipal electronic office. If no allegations are submitted, the cost structure will become final without the need for any further procedure.
Mandatory report and resolution of allegations
Once the cost structure is definitively approved, the City Council will request a report from the Contract Price Committee, a collegiate body of the Public Procurement Advisory Board of Catalonia that performs functions relating to the price review of public contracts in Catalonia. This report is the one provided for in Article 9.7 of Royal Decree 55/2017.
The Plenary has also delegated to the Local Governing Board, as the contracting body, the powers to resolve any possible allegations presented during the public information period. This delegation is exclusive to this specific case and aims to proceed with the processing of the file and its submission to the Contract Prices Committee of Catalonia.
The agreement will be communicated to the Municipal Audit Office and the Public Space and Coexistence Area, the department upon which the service depends. The text is signed in Sant Joan Despí on October 30, 2026, by José Carlos García Romero, president of the Public Space and Coexistence Area.
A contract that reaches the bill
The published text does not include the numerical breakdown of the cost structure, which is initially approved and incorporated into the file. However, the impact of the procedure is direct: the price review of the waste collection and street cleaning contract determines the final cost of the municipal service, which is financed by the tax and the bill paid by the residents, and conditions the quality of the provision throughout the city.
For the reader, the relevant data is the calendar: once the period of 20 business days counted from the last publication is closed and, if applicable, the allegations are resolved, the City Council will send the file to the Contract Prices Committee of Catalonia. The report from this body is the piece that will allow the prices of the current contract to be updated.
