Sant Adrià appoints four trainee officers to the Local Police

The Human Resources Department of the Sant Adrià de Besòs City Council has resolved to appoint four trainee civil servants as agents of the municipality’s Local Police, effective October 26, 2026. The appointment was approved by Decree of October 14, 2026, and is published in the Official Gazette of the Province of Barcelona (BOPB) on October 22, 2026, with the official reference CVE 202610154136. This decision concludes the selection process for four agent positions included in the 2026 Public Employment Offer.

The decree is based on the selection process file for filling four Local Police agent positions through the open competitive examination system. The tests were conducted during the months of May, July, and September 2026 and, once the exercises of the opposition phase and the medical examination were completed, the proposal falls to the four candidates with the highest scores, according to the qualification order obtained.

The appointment is framed within Decree 214/1990, of July 30, which approves the Regulations for personnel in the service of local entities, and within the general and specific bases of the call, published in the BOP on January 8, 2019, and, regarding the specific ones, in the BOP on March 27, 2026. The competence is exercised by the department by delegation of the Mayoral Decree of January 27, 2026.

The four names

The decree orders the appointment according to the score achieved in the selection process:

The document is signed by Andrés Pozo Cueto, delegated councilor for Human Resources, in Sant Adrià de Besòs on October 15, 2026, and is published in compliance with article 82 of Decree 214/1990.

Incorporation on October 26 and course at the ISPC

The effects of the appointment are set for October 26, 2026, the day on which the Public Security Institute of Catalonia (ISPC) begins the selective basic training course for the agent category of 2026. Passing this course is an indispensable condition to be appointed as a career civil servant.

During the first part of the traineeship, from the appointment until the end of the selective course, the candidates will not occupy a job position; the effective incorporation into the position, if applicable, will take place upon completion of the course. Once passed, the traineeship period will continue with a minimum duration of six months and a maximum of twelve, counted from the end of the selective course, already performing the duties of the agent position.

Remuneration during training

While taking the elective course at the ISPC, the four trainee officers receive the equivalent of the base salary and extraordinary payments of subgroup C1, supplemented to reach the amount of the professional minimum wage. In the case of applicants who, at the time of joining, are providing paid services in other administrations, they will receive the remuneration corresponding to the job they are performing.

This supplement is provided for in accordance with Royal Decree 456/1986, of February 10, which sets the remuneration for trainee civil servants, and with Law 11/2026, of July 9, on fiscal, financial, administrative and public sector measures, which enables local administrations to supplement this remuneration up to the professional minimum wage. Once the course is completed, they will begin to receive the remuneration of the local police officer position of the City Council.

The incorporation of these four officers reinforces the staff of the Local Police of Sant Adrià de Besòs in terms of citizen security and fills four of the positions from the 2026 public employment offer, which were still pending the internship period and the mandatory training at the ISPC before appointment as career civil servants.
