Sanlúcar la Mayor definitively approves its Municipal Housing and Land Plan

The Sanlúcar la Mayor City Council has definitively approved its Municipal Housing and Land Plan, the instrument that governs residential policy and protected land within the municipality. This was done by the Corporation’s Plenary in an ordinary session on September 30, 2026, and the agreement is now published in the Official Gazette of the Province of Seville No. 208, dated October 27, 2026, with official reference BOP-SE-2026-208023 (pp. 90-91).

From the initial agreement to definitive approval

The file began with the Plenary of July 29, 2026, which initially approved the document and submitted it for public information and hearing for interested parties for a period of twenty business days, according to the announcement published in the Official Gazette of the Province of Seville No. 163, dated August 24, 2026 (reference BOP-SE-2026-163017) and signed by the acting mayor, Juan Salado Ríos, by resolution 970/2026, dated July 30.

During that process, one suggestion was submitted. The Plenary has now agreed, as the first point of the operative part, not to accept it, based on the technical report transcribed in the statement of the agreement, meaning the text undergoes no modification or alteration relative to the initially approved document.

The Plan was drafted by technician Rosa María Granados Hilera and is approved “in the terms as it appears in the file,” without the published agreement detailing figures for protected housing or programmed residential land.

Regional referral and publication of the document

The agreement establishes four immediate actions:

• Refer the Plan and its corresponding revisions to the Department with competencies in housing matters, in accordance with Article 19.12 of Law 5/2025, of December 16, on Housing of Andalusia.
• Publish the agreement in the Official Gazette of the Province of Seville, on the Notice and Edicts Board of the Municipal Electronic Office (sedesanlucarlamayor.dipusevilla.es), and on the Transparency Portal.
• Disseminate the document in local media through the Communication Delegation.
• Notify the agreement to the interested parties and to the delegations of Urban Planning, Social Services, Treasury, and Communication, as well as to the Municipal Technical Services and the Municipal Fund Audit Office.

Legal framework and scope of the instrument

Law 5/2025, of December 16, on Housing of Andalusia configures municipal housing and land plans as the instrument for the definition and development of housing policy in municipalities. Article 19.5 establishes the minimum content of these documents, and 19.12 regulates their referral to the regional Administration once approved.

Impact for the municipality
