Health appoints new Economic Resources directors for the Vigo Area

The Department of Health (Consellería de Sanidade) has resolved the public call for the provision of two management positions in the Vigo Health Area, both linked to the Economic Resources area. The decision is formalized in the Order of September 8, 2026, published in the Official Gazette of Galicia (DOG) no. 178, on Friday, September 18, 2026, with the official reference CVE-DOG: 8ml1ocm8-po59-hxi4-s9h6-v0wzjbqpdkf6. Those appointed are Ernesto Tapia García, as Director of Economic Resources, and María Cristina Martín Fragueiro, as Deputy Director of the Economic Resources Area.

The procedure was processed through the system of free appointment, under article 59 of Decree 206/2005, of July 22, on the provision of statutory personnel positions of the Galician Health Service (Sergas). The original call was established by the Order of August 4, 2026, published in DOG no. 152, on August 13, 2026 (pp. 44498 to 44500), with the reference CVE-DOG: nhf3g644-ggb5-rri9-fsg6-4agtemfyak08, which opened a period of ten business days for the submission of applications.

The resolution comes in a context of renewal of the management staff of the Vigo area, where the Management of the Vigo Health Area had already resolved on August 21, 2026, the provision of a position for head of group of the administrative support units and secretariats of the clinical services of the Álvaro Cunqueiro Hospital (HAC), according to the Resolution of August 21, 2026, published in DOG no. 162, on August 27, 2026.

The two resolved positions

The order selects and appoints the persons listed in its annex for the performance of the called positions:

• Director of Economic Resources: Ernesto Tapia García (encrypted ID: *4070).
• Deputy Director of the Economic Resources Area: María Cristina Martín Fragueiro (encrypted ID: *7399).

The DOG indicates that the identity document data are shown encrypted in order to protect the personal data of the appointed persons.

Requirements and conditions of the call

The August call established the requirements and the remunerative conditions of the two positions, which are maintained in the resolution now published:

• Qualification for the direction of Economic Resources: university degree or equivalent according to the European Higher Education Area.
• Qualification for the deputy direction of the Economic Resources Area: university degree or diploma or equivalent.
• Destination location for both positions: Vigo.
• Fixed remuneration in accordance with current regulations on payroll preparation for personnel in the service of the regional Administration.
• Variable remuneration based on the fulfillment of objectives previously agreed upon for each management position with the competent bodies of Sergas.
• Link: administrative appointment for statutory personnel or permanent civil servants, or a senior management employment contract in the cases provided for in article 60 of Decree 206/2005.

Regulatory framework and means of appeal

The resolution invokes article 59 of Decree 206/2005, of July 22 (DOG no. 145, of July 29), and the competencies attributed to the department. The call is furthermore based on article 121 of Law 8/2008, of July 10, on health in Galicia, modified by Law 1/2018, of April 2, and article 4.1.1 of Decree 134/2019, of October 10, which regulates the health areas and health districts of the Public Health System of Galicia.

The order enters into force on the same day as its publication in the DOG and exhausts the administrative route. The following may be filed against it:

• Contentious-administrative appeal within two months, counted from the day following publication, before the competent contentious-administrative court, in accordance with articles 8, 14, and 46 of Law 29/1998, of July 13.
• Optionally and previously, an administrative appeal for reversal before the managing body, within one month from the day following publication, according to articles 123 and 124 of Law 39/2015, of October 1.

The resolution was signed in Santiago de Compostela on September 8, 2026, by the Minister of Health, Antonio Gómez Caamaño.

The decision affects two positions of maximum economic responsibility in the public health management of Vigo, those responsible for ordering the budget, contracts, and material resources of the area. For users of the public health service, the appointment of these positions conditions the area’s capacity to execute investments, contract supplies, and sustain the healthcare activity of the Álvaro Cunqueiro Hospital and the rest of the Vigo network.
