Por FactBox Admin

The Department of Health has modified the composition of the Galician Research Ethics Committee for Medicines (CEIM-G) with the cessation of Nuria Carballeda Feijoo and the appointment of Ana María Peinó García as a new member. The decision was formalized through the Resolution of September 17, 2026, signed by the regional minister Antonio Gómez Caamaño, and published in the Official Gazette of Galicia (DOG) number 186, dated September 30, 2026, in section II, authorities and personnel, under the appointments heading. The document bears the official reference CVE-DOG: l22yvfb0-aqn9-cd62-mkr3-jq7tngdkqcc2 and occupies pages 50692 and 50693.
The committee’s own proposal
The president of the CEIM-G communicated on September 7, 2026, the proposal to modify the composition of the body, which consisted of two movements:
- The resignation, for personal reasons, of Nuria Carballeda Feijoo.
- The proposal for the appointment of Ana María Peinó García to replace the previous person.
The Technical General Secretariat of the Department of Health issued its proposal on September 16, 2026, one day before the resolution was signed. The text states that, with the proposed change, the committee likewise adheres to the numerical limit of members established by the regulations.
The legal framework of the appointment
The resolution bases its legal and technical considerations on Decree 63/2013, of April 11, which regulates research ethics committees in Galicia, whose chapter II regulates the Galician Autonomous Research Ethics Committee. According to article 5.1, the body must be composed of a minimum of nine and a maximum of twenty-five members, in order to ensure independence, competence, and experience in decision-making and in the fulfillment of its functions.
Article 5.5 establishes that members are designated and appointed by the head of the department competent in health matters, upon proposal by the Technical General Secretariat, ensuring in all cases a balanced representation of men and women. The presidency, vice-presidency, secretariat, and vice-secretariat are elected by the committee itself from among its members.
Validity and revocation of the position
Article 5.7 of the decree provides that the appointment is made for a period coinciding with the validity of the committee’s accreditation. It may be revoked in three cases:
- Upon request for resignation by the interested person.
- If the circumstances that motivated the designation change such that the requirements to be part of the committee are lost.
- For notorious failure to perform their duties, according to the criteria of the committee and after giving a hearing to the interested person.
Background of the current composition
The previous composition was established by the Resolution of May 8, 2026, published in the DOG on May 25, 2026, which granted the renewal of the accreditation of the CEIM-G and appointed as members the persons listed in its annex. The resolution now published is limited to updating that list with the substitution of one member, without altering the total number of members.
The CEIM-G is the body that evaluates clinical trials with medicines in Galicia, therefore its composition directly affects the ethical guarantees and the timelines of the studies carried out in the community. The substitution of a member does not change the size of the committee, but it does change who evaluates the research protocols affecting Galician patients.
