Sanidad y CEOMA pactan cuatro años de campañas contra la fragilidad

The Community of Madrid, through the Regional Ministry of Health, the Madrid Health Service (Sermas), and the Spanish Confederation of Organizations for the Elderly (CEOMA), have signed an agreement to carry out joint activities for the prevention of frailty and the promotion of the quality of life of elderly people. The agreement was signed on October 14, 2026, and is published in the B.O.C.M. No. 263, dated November 2, 2026, section I.D (Announcements), with the reference BOCM-20261102-8.

The text was signed by the Regional Minister of Health, Fátima Matute Teresa; the Vice-Minister of Health and Director General of Sermas, Laura Gutiérrez Barreno; and the president of CEOMA, José Luis Fernández Santillana. The entity, with registered offices at calle Fernando El Católico number 10 in Madrid and CIF G-82662743, has been registered in the National Registry of Associations since February 24, 2000, under number 166099.

Four lines of joint action

The purpose of the agreement is to establish a collaboration framework to prevent frailty and promote habits that favor healthy longevity. The planned activities are:

  • Communication campaigns to avoid the loss of autonomy and prevent dependency and disability.
  • Informative and training materials, for professionals and elderly people, on preventive care against diseases.
  • Coordinated activities to improve the knowledge of the elderly regarding healthy habits and vaccination against preventable infectious diseases.
  • Awareness and citizen information campaigns on disease prevention and health promotion.

The Regional Ministry of Health will disseminate CEOMA’s activities through its communication channels and will link its annual report on its website; Sermas will define the lines of execution with the entity and provide existing technical and material resources, in addition to informing its professionals. CEOMA commits to disseminating the Ministry’s campaigns through its channels and reporting results semi-annually.

No economic cost and with a mixed commission

The third clause is explicit: the execution of the agreement “will not generate economic obligations” for the Community of Madrid, Sermas, or CEOMA. The agreement is subject to Law 40/2015 on the Legal Regime of the Public Sector and Decree 48/2019, which regulates the agreement activity of the Community of Madrid.

Monitoring is the responsibility of a joint commission composed of a representative from the Ministry (Public Health), one from Sermas (sociosanitary coordination), who will chair it, and another from CEOMA. It will be established within the first month following the signing and will meet twice a year on an ordinary basis. The spokesperson for the “A la vejez, vitales” movement will also be invited to its meetings as an expert, with a voice but no vote.

Four extendable years

The term of validity is four years from the completion of the agreement, extendable by unanimous written agreement for another equal period. Causes for termination include the agreement of the signatories, breach of contract—with a prior notice not exceeding two months and without provision for compensation—supervening impossibility, and judicial nullity.

The reference framework is the Comprehensive Care Plan for Frailty and Promotion of Healthy Longevity in Older People of the Community of Madrid 2022-2025, coordinated by the General Directorate of Sociosanitary Coordination, aimed at the population aged 65 and over. To this is added the Health Promotion Program for Older People of the General Directorate of Public Health. CEOMA also maintains another agreement with the Community of Madrid, in this case with the Ministry of the Presidency, whose second extension addendum was published on October 29, 2026.

The agreement strengthens the channel of communication between Madrid’s public health system and the network of associations for the elderly in an area—the prevention of frailty—that determines the future autonomy and dependence of this group: sector entities gain a stable framework for collaboration, and health professionals gain shared materials and campaigns in Sermas centers.
