Health Department renews renal transplant service at Dr. Peset Hospital for five years

The Department of Health of the Generalitat Valenciana has renewed, for a period of five years, the health authorization for the practice of kidney transplantation at the Doctor Peset Aleixandre University Hospital in Valencia. The decision was adopted through a resolution from the Undersecretariat dated July 20, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10436, of August 25, 2026, with official reference DOGV-C-2026-26402.

The renewal guarantees the continuity of a high-complexity health program aimed at patients with kidney disease, and follows the application submitted by Luis Ibáñez Gadea on April 1, 2026. The director of the Transplant Program of the Comunitat Valenciana provided a favorable report on the requested authorization, endorsing the center’s capacity to maintain this healthcare activity.

Regulatory Framework

The resolution is based on the health authorization regime for centers in the Comunitat Valenciana for the practice of organ, tissue, and cell extraction and transplantation activities. Among the cited legal grounds are:

• Order of February 26, 2008, from the Regional Minister of Health, regarding health authorization of centers for transplantation.
• Royal Decree 1723/2012, of December 28, which regulates the procurement, clinical use, and territorial coordination of human organs intended for transplantation.
• Royal Decree-Law 9/2014, of July 4, on quality and safety standards for the donation and distribution of human cells and tissues.
• Decree 157/2014, of October 3, from the Consell, on health authorizations and health planning registries.
• Order 7/2017, of August 28, and Order 3/2025, of April 4, which develop the previous regulations.

Conditions of the Authorization

The center, located at Avenida de Gaspar Aguilar, 90, 46017 Valencia, maintains the authorization with Asunción Sancho Calabuig as the technical manager. The validity extends for five years, subject to a series of requirements:

• Notify the undersecretariat of any substantial modification in the conditions that motivated the authorization.
• Possibility of review or revocation if modifications substantially alter the circumstances that justified it.
• Automatic expiration if the renewal application is not submitted before the end of the validity period.
• Submission of the center to the inspection and control of the department.

Publication and Appeals

The resolution, signed by the Undersecretary of Health, Joaquín Alfonso Andani Cervera, orders its publication in the DOGV in accordance with Article 25 of the Order of February 26, 2008. Against this resolution, which does not exhaust administrative remedies, an appeal for reversal (recurso de alzada) may be filed before the Regional Minister of Health within one month of its notification, in accordance with Article 122 of Law 39/2015, of October 1, on the common administrative procedure.

The renewal of this authorization consolidates the Hospital Universitario Doctor Peset Aleixandre as a benchmark for kidney transplantation in the Valencian Community, ensuring the continuity of a vital, high-complexity procedure for patients on the waiting list.
