Sanidad publica la relación definitiva del nivel 5 de carrera profesional

The Canarian Health Service has made public the final list of approved and rejected applications for placement in the fifth level or grade of the professional career for Primary Care medical staff. The Resolution of September 28, 2026, from the Director of the organization, is published in the Official Gazette of the Canary Islands no. 201, of October 7, 2026 (document no. 3458), within the Appointments, situations, and incidents section of the Ministry of Health. The text closes the exceptional procedure opened for applications submitted between July 15 and October 14, 2025.

The framework: a level created with effects from 2025

The professional career is, according to Law 55/2003, of December 16, of the Framework Statute, the right of professionals to progress individually as recognition of their professional development. The fifth level was created by the twelfth additional provision of Law 5/2024, of December 26, of the General Budgets of the Autonomous Community of the Canary Islands for 2025, with economic effects from January 1, 2025.

The model is developed in Decree 278/2003, of November 13 (BOC no. 223, of 14.9.2003), modified by Decree 80/2025, of June 9 (BOC no. 117, of June 16), which incorporated the fifth level and extended it to temporary and substitute staff. The procedure is also governed by Instruction no. 8/2025 and Instruction no. 10/2019, both from the Director of the Canarian Health Service.

Requirements: 28 years of practice and 120 credits

To access the fifth level, the following conditions must be met:

  • To be in one of the administrative situations provided for in Instruction no. 10/2019.
  • To have completed 28 years of practice in the main profession, equivalent to 10,220 days of services rendered as of October 14, 2025 (art. 1.1 of Decree 80/2025).
  • To obtain a minimum of 120 credits in the merit evaluation.

The Evaluation Commission, appointed by Resolution no. 3764, of November 3, 2023, accumulated the procedures on February 20, 2026, and approved the provisional list on July 10, 2026, published by Resolution of July 15, 2026 (BOC no. 149, of 27.7.2026). The deadline for claims ended on August 10, 2026, and the Commission met on September 21, 2026, to resolve them.

Claims: twelve rejected and seven resolved one by one

The Commission dismissed the claims of twelve practitioners who requested that the training period to obtain the specialist degree be recognized, as they did not comply with Decree 278/2003 or Instruction No. 10/2019:

  • María del Pilar Aguilar Utrilla, Aurora María Asensio Fraile, Inmaculada Bernal Blasco, Víctor Manuel del Rosario Sánchez, Encarnación Duque Bolívar, Alfredo Gómez Arnaiz, Beatriz Juana Marrero Pereyra Dios, María del Carmen Sánchez Pérez, Pilar Santiago Navarro, Elizabeth Hernández González, Alejandra Teresa Martínez Suar, and Alberto Javier Espiñeira Francés.

In contrast, the claims of Víctor Ruperto Gómez Martínez, María Teresa Izquierdo Bello, María Pilar Izquierdo Bello, and José Carlos Salas Hospital were upheld, and they are now classified in level five. The claim of María Antonia Perdomo Reyes was partially upheld, correcting a calculation error (from 8,204 to 8,254 days), although the dismissal is maintained.

Who enters level five

Annex III contains the final list of upheld applications, indicating the recognized level five, ordered by categories:

  • Family and Community Medicine, Family Physician, Pediatrics and its Specific Areas, Primary Care Pediatrician, Odonto-stomatologist, Stomatology, Primary Care Pharmacist, and Public Health Technician.

The causes for exclusion from Annex I are three: failure to complete 28 years of practice (letter A), the application not corresponding to the ordinary exceptional procedure (letter B), and not having held the status of personnel of the Canary Health Service between October 15, 2024, and October 14, 2025 (letter C).

Classification in level five produces economic effects from January 1, 2025, such that this publication directly affects the remuneration of Primary Care practitioners in the archipelago and exhausts the ordinary administrative route of the 2025 exceptional procedure.
