Sanidad notifica cuatro expedientes sancionadores en Albacete y Villarrobledo

The Provincial Health Delegation of Albacete has publicized the proposed resolution of four sanctioning proceedings regarding public health, as personal notification to the interested parties could not be carried out at their last known address. The resolution, signed by the provincial delegate Juana García Vitoria on October 14, 2026, is published in the Official Gazette of Castilla-La Mancha (DOCM) no. 205, of October 26, 2026, with the official reference 2026/7611. The parties involved have ten business days to submit allegations.

The publication is supported by articles 44 and 46 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations (BOE no. 236, of October 2, 2015), which enables notification by appearance when personal notification proves unsuccessful. The announcement is inserted in both the DOCM and the Official State Gazette, appearing in section III of the regional gazette, dedicated to other provisions and acts, on page 37580.

The text is part of the ordinary sanctioning activity of the Ministry of Health of the Regional Government of Castilla-La Mancha regarding public health, a field in which resolutions are notified individually unless the attempt at the interested party’s address fails.

Four proceedings processed between August and September

The proposed resolution affects four procedures, with proposal dates of August 25 and September 3, 2026, and addresses in the province of Albacete:

  • 172/2026-S, proposed resolution of 08/25/2026, NIF-NIE Y8584928P, Albacete.
  • 182/2026-T, proposed resolution of 09/03/2026, NIF-NIE X4774582N, Albacete.
  • 185/2026-S, proposed resolution of 09/03/2026, NIF-NIE 47086743Q, Villarrobledo (Albacete).
  • 192/2026S, proposed resolution of 08/25/2026, NIF-NIE 30963367P, Albacete.

Three of the proceedings correspond to persons with addresses in the capital of Albacete and one to a person residing in Villarrobledo. The proposed resolution is the act prior to the final resolution and does not exhaust the administrative route.

Ten business days to allege and appear

The period for submitting allegations is ten business days starting from the day following the publication of the notification. Interested parties may appear to learn the full content of the administrative act at:

  • Provincial Delegation of the Ministry of Health (Legal Advisory).
  • Address: Avenida de la Guardia Civil, nº 5, Albacete.
  • Office hours: from 09:00 to 14:00 hours.

The appearance allows the party involved to access the complete proposal, which in the announcement is reproduced only as an extract with the identifying data of the procedure.

The failed notification, origin of the announcement

The announcement is justified by the impossibility of carrying out personal notification at the last known address of the four affected parties. In such cases, the law requires the publication of an extract of the act in the corresponding official gazette, so that the publication replaces individual communication and triggers the calculation of the deadlines.

The document was signed in Albacete on October 14, 2026, by the provincial delegate, Juana García Vitoria, and does not detail the amount of any potential sanctions nor the specific infringement imputed to each file, data that can only be obtained by appearing at the Legal Advisory Office.

The relevance of the publication is twofold: for the four individuals under investigation, because it marks the beginning of the period to defend themselves before the final resolution is issued; and for citizens as a whole, because it demonstrates the functioning of the edictal notification mechanism in the field of public health, where the regional Administration acts on issues that directly affect the protection of the population’s health.
