Health Department appoints permanent SAMU medical staff in execution of court ruling

The General Directorate of Personnel of the Department of Health has agreed to the appointment as permanent statutory staff of the individuals who passed the selection process for SAMU physician, in execution of a court ruling. The Resolution of September 28, 2026, is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10466, of October 6, 2026, and sets the start of the period for taking office on October 15, 2026.

The appointment closes a procedure opened nearly four years ago: the selection process was convened by the Resolution of December 21, 2022, of the General Directorate of Human Resources, as an exceptional stabilization process through a merit-based competition system to fill the statutory positions provided for in Annexes I and II of Decree 71/2022, of May 27, of the Consell. That call executes Law 20/2021, of December 28, on urgent measures for the reduction of temporary employment in the public sector, and approves the 2022 public employment offer within the scope of the Department of Universal Health and Public Health (DOGV no. 9496, of 12.23.2022).

The resolution is issued in accordance with the Resolution of July 1, 2026, of the General Directorate of Personnel, which, in execution of a court ruling, modified the final resolution of the merit competition for SAMU physicians. After the single act of destination selection was held, the body resolves using the competence attributed by Article 18 of Decree 22/2025, of February 11, of the Consell, which approves the Organic and Functional Regulations of the Department of Health. The resolution is signed by María Amparo Pinazo Gamir, Director General of Personnel.

Final Destination and Taking Office

The first resolution agrees to the appointment indicating the chosen destination, in the category of SAMU physician of health institutions of the Department of Health, and specifies that the assignment of the destination will be permanent. The period for taking office is one month and begins on October 15, 2026.

The annex of the resolution, titled “SAMU Physician – Destination chosen by the successful candidates,” details the assigned position:

• Position 1: Maria Victoria Martínez Sánchez (DNI *1123), code 3961.
• Department: Servei d’Emergències Sanitàries de la Comunitat Valenciana / Health Emergency Service of the CV.
• Center: SES Provincia de Castelló / SES Province of Castellón.
• Municipality: Castelló de la Plana / Castellón de la Plana.

Loss of Rights and Order of Coverage

Those who, after a period of one month, have not joined the assigned center will lose the rights derived from their participation in the selection processes, following a hearing and by means of a reasoned resolution. The regulation exempts cases of force majeure or impossibility as assessed by the competent body for personnel matters, which will issue a resolution suspending the period until the cause ceases to exist.

In centers where several vacancies have been offered, these will be filled as the appointed persons join, respecting the order established by the cessation criteria regulated in the fourth additional provision of Decree 192/2017, of December 1, of the Consell, which approves the Regulation for the selection and provision of statutory personnel at the service of public health institutions of the Valencian Health System.

A wave of appointments in the same bulletin

The same DOGV no. 10466 publishes other resolutions from the General Directorate of Personnel issued in execution of a judgment within the same selection process convened in December 2022, including those relating to the categories of mobile team doctor, clinical documentation and admission doctor, and dentist.

Against the resolution, the legitimate parties may file an incident of execution of judgment, as provided for in articles 7, 109, and concordant articles of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction.

The publication consolidates as permanent health positions that had been occupied temporarily for years and were subject to litigation, and provides legal certainty to the extra-hospital emergency staff. For readers in the province of Castellón, the immediate effect is the incorporation with a definitive destination in the Servei d’Emergències Sanitàries of the Comunitat Valenciana, with the one-month period already underway since October 15.
