Health Department appoints managers for the Sagunto and La Marina Baixa districts

The Department of Health has appointed Ana María Peiro Gómez as Manager B of the Sagunto Health Department and Maria Beatriz Massa Dominguez as Manager A of the La Marina Baixa Health Department, both through the free appointment procedure. The two resolutions, signed by Minister Marciano Gómez Gómez on October 23, 2026, are published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10485, dated November 3, 2026, in section II (Authorities and Personnel, B Appointments and dismissals), with official references DOGV-C-2026-33694 and DOGV-C-2026-33695. The assumption of office for each position will take place on the first business day following the date of publication.

Both appointments respond to the call for the provision, by free appointment, of certain manager positions in Health Departments dependent on the Department of Health, approved by the Resolution of April 15, 2026, of the General Directorate of Personnel (DOGV 10345, of April 20, 2026). The award proposals were submitted by the evaluation commission that judged the process: on October 5, 2026, in the case of Sagunto, and on October 20 in the case of La Marina Baixa. The Minister’s authority derives from Article 4 of Decree 22/2025, of February 11, of the Consell, which approves the Organic and Functional Regulations of the Department of Health.

Two departments, two management levels

The two appointments affect the management of two health areas and arrive with different categories in the position classification:

• Ana María Peiro Gómez, Manager B of the Sagunto Health Department, position identified with post no. 19,333. Award proposal of October 5, 2026.
• Maria Beatriz Massa Dominguez, Manager A of the La Marina Baixa Health Department, position identified with post no. 7880. Award proposal of October 20, 2026.

Both positions depend on the Department of Health and are filled through the free appointment system, the mechanism provided for management positions in which the Administration considers criteria of trust and experience in addition to the merits evaluated by the commission.

Assumption of office and effects

The resolutions set the incorporation schedule identically for both cases: the assumption of office in the awarded position will take place on the first business day following the publication of the resolution in the DOGV. Since both are published in issue 10485, corresponding to November 3, 2026, the appointment takes effect immediately within the organization of the two departments.

The resolutions exhaust the administrative route. An administrative appeal may be filed against them before the competent jurisdictional body within two months starting from the day following their publication, in accordance with articles 8, 10, 14, and 46 of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction. Optionally, a request for reversal may also be filed within one month from the day following publication, according to articles 123 and 124 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

Impact on the healthcare organization

The appointments close the coverage of two management positions that had remained pending since the April call and provide stable leadership to the departments of Sagunto and La Marina Baixa. For the staff of both departments, the change represents a new management command with competencies over the human, healthcare, and economic resource management of the area; for users, it ensures the continuity of healthcare activity in two reference areas of the Comunitat Valenciana.
