Health Department appoints sixteen hard-to-fill specialists to permanent positions
Por FactBox Admin

The Department of Health has formalized the appointment as permanent statutory personnel, with definitive destination, of sixteen specialist physicians in positions declared as difficult to fill within the Valencian Health System. This is done through three resolutions dated October 23, 2026, from the General Directorate of Personnel, published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10486, of November 4, 2026, with references DOGV-C-2026-34042, DOGV-C-2026-34044, and DOGV-C-2026-34048.
The framework for the decision is base 15 of the call for the merit competition for the provision of statutory personnel positions with a specialist degree in Health Sciences declared as difficult to fill, published in DOGV no. 10251, of December 1, 2025. The resolutions come after the individuals listed in Annex I of the resolution of August 6, 2026, were given a period to present allegations or waivers prior to the publication of the appointment.
The three resolutions are issued under Article 18 of Decree 22/2025, of February 11, of the Consell, which approves the Organic and Functional Regulations of the Department of Health, and are signed by the Director General of Personnel, María Amparo Pinazo Gamir. The assignment of the destination is definitive, and the one-month period for taking office begins on November 6, 2026.
Nine positions in Obstetrics and Gynecology
Resolution DOGV-C-2026-34042 appoints nine specialist physicians in Obstetrics and Gynecology, with destinations distributed among health departments in Alicante, Castellón, and Valencia:
- Navarro Lillo, Victoria, and Núñez Micó, Clara: Elda-Virgen de la Salud General University Hospital (Elda Health Department).
- Román Juan, Laura: Vinaròs Comarcal Hospital (Vinaròs Health Department).
- Peñalver Escolano, Elisa: Torrevieja University Hospital.
- García Perona, Estefanía, and Sánchez Pujalte, Nuria: Vega Baja Hospital of Orihuela.
- Company Calabuig, Ana María: Dènia Hospital.
- Álvarez Curto, Leyre: Ontinyent General Hospital.
- Oliver Sánchez, Cecilia (reserve list): Requena General Hospital.
Annex II of the same resolution excludes Serrano de la Cruz Delgado, Verónica for not obtaining any position among those effectively requested.
Addictive Behaviors and Family Planning
Resolution DOGV-C-2026-34044 fills three positions for physicians at Family Planning centers: Musa Gah, Amma (Novelda), Molina Llamas, Marta (Utiel), and Colomina Pascual, Mercedes, from the reserve list (Vinaròs). Martín Molín, Leticia, Ibáñez Martínez, Eva, and Álvarez Martín, Araceli Ángeles are excluded.
Resolution DOGV-C-2026-34048 appoints four doctors specializing in Addictive Behaviors: Torrente Blasco, Antonio Álvaro and García Gómez, José Antonio, in the hospitals of Elda and Torrevieja; Alemany Tomás, Clara, in the Hospital of Dènia; and Zupcic Rivas, Slavko Corazón de Jesús, as a reserve candidate, in the Hospital Comarcal de Vinaròs. In this case, the resignations of Crespo Julve, José Vicente and Adriasola de Zabala, Asier are accepted outright, and Marco Lattur, María Desamparados and Franco Sansaloni, Ángela are excluded.
Deadlines, resignations, and appeals
Anyone who does not report to the assigned center within the one-month deadline will lose the rights derived from their participation in the selection process, except in cases of force majeure as determined by the competent personnel body. Upon taking office, compliance with the requirements must be proven with original documentation, including the negative certificate from the Central Registry of Sexual Offenders required by Article 57.1 of Organic Law 8/2021.
Those appointed may participate in transfer competitions, internal promotion, or the filling of positions in another category after proving three years of active service at the assigned center, and no service commissions will be processed in their favor until that same period has elapsed. These resolutions end the administrative route: a motion for reconsideration may be filed within one month, or a contentious-administrative appeal within two months before the competent jurisdiction.
The reinforcement of these specialties, considered difficult to fill, responds to the structural problem of vacancies in healthcare staffing, especially in departments in the provinces of Alicante and Castellón and in regional centers, where filling specialist positions is more difficult to guarantee.
