Health Department tenders pediatric rehabilitation in day hospital for 14.4 million

The Health Procurement Agency of the Community of Madrid has announced the tender for the care service in a rehabilitation unit for children and adolescents aged 3 to 14 with nervous system diseases, congenital anomalies and/or mental disorders, under a day hospitalization regime. The contract, consisting of a single lot, has a total estimated value of 14,449,680.00 euros, according to the resolution signed on September 3, 2026, by the CEO, José Nieves González.

The announcement is published in the Official Gazette of the Community of Madrid number 220, dated September 15, 2026, page 340, with the official reference (01/14.313/26). The procurement file is PA SER 10/2026 (A/SER-035219/2026), processed via an open procedure with a plurality of criteria and ordinary processing.

Object and scope of the contract

The service will be provided under a day hospitalization regime and is aimed at pediatric patients with neurological pathologies, congenital anomalies, and mental disorders. The assigned CPV code is 85111500-5 (Hospital Psychiatric Services), and the main place of execution is located in the Community of Madrid (NUTS code ES300).

• Total estimated value: 14,449,680.00 euros.
• Base tender budget: 3,616,080.00 euros, exempt from VAT in accordance with Article 20 One 2nd of Law 37/1992, of December 28.
• Duration: 12 months, with a scheduled start date of December 16, 2026, and a possible extension up to 48 months.
• Division into lots: single lot; variants are not permitted.

Participation and award conditions

The contracting authority, with NIF V70797667 and headquarters at calle Gran Vía 30 in Madrid, requires bidders to have the business authorization and the economic, financial, and technical solvency provided for in the Particular Administrative Clauses Document. The award will be resolved through cost and quality criteria:

• Price: up to 49 points.
• Qualitative criteria evaluable by formulas: up to 51 points.
• Definitive guarantee: 5% of the base tender budget excluding VAT, plus a complementary guarantee of 5% in the event of an offer presumed to be abnormal.

Deadlines and submission of bids

Bids must be submitted by electronic means through the contractor profile (https://contratos-publicos.comunidad.madrid/), in Spanish. The reception period ends on October 5, 2026, at 23:59 hours, and the opening of the economic offer and the criteria evaluable by formulas will take place on October 14, 2026, at 9:30 hours at the Agency’s headquarters, in a non-public act in accordance with Article 157.4 of Law 9/2017 on Public Sector Contracts. Bidders must maintain their offer for two months from the opening of proposals.

An appeal against the resolution may be filed as a Special Appeal in procurement matters before the Administrative Procurement Tribunal of the Community of Madrid, within a period of 15 business days.
