Health Department tenders pediatric rehabilitation for day hospitalization

The Health Procurement Agency of the Community of Madrid has announced the tender for the contract “Care service in a rehabilitation unit for children and adolescents aged 3 to 14 with nervous system diseases, congenital anomalies and/or mental disorders under a day hospitalization regime, 1 lot.” The call is formalized through the Resolution of September 3, 2026, by the CEO of the organization, published in the Official Gazette of the Community of Madrid (BOCM) number 220, dated September 15, 2026, on page 340.

The contract, processed via an open procedure with a plurality of criteria, has a total estimated value of 14,449,680.00 euros and a base tender budget of 3,616,080.00 euros, exempt from VAT in accordance with Article 20 One 2.º of Law 37/1992. The service will be provided in a single lot and its term of validity will be 12 months, with a scheduled start date of December 16, 2026, extendable by renewal up to a maximum of 48 months.

Object and scope of the service

The day hospitalization rehabilitation unit will treat pediatric and adolescent patients aged 3 to 14 affected by nervous system pathologies, congenital anomalies, and mental disorders, a group of special health and social vulnerability. The assigned CPV code is 85111500-5 (Hospital Psychiatric Services) and the main place of execution is located in the Community of Madrid (NUTS code ES300).

Tender conditions

The file is identified by number PA SER 10/2026 (A/SER-035219/2026) and is processed through the open procedure with a plurality of criteria. Key conditions include:

• Award criteria: price, up to 49 points; qualitative criteria evaluable by formulas, up to 51 points.
• Definitive guarantee: 5 percent of the base tender budget without VAT, plus a complementary guarantee of 5 percent in the event of an offer presumed to be abnormal.
• Submission of bids: exclusively by electronic means, until October 5, 2026, at 11:59 PM.
• Opening of bids: on October 14, 2026, at 9:30 AM at the Agency’s headquarters, calle Gran Vía 30, 28013 Madrid, in a non-public act.
• Bid maintenance: 2 months from the opening of proposals.

The contracting authority is the Agencia de Contratación Sanitaria de la Comunidad de Madrid (NIF V70797667), located at calle Gran Vía 30 in Madrid. The resolution is signed by the CEO, José Nieves González, by delegation of the Agency’s Board of Directors via Agreement dated August 27, 2024. The announcement was sent to the Official Journal of the European Union on September 3, 2026.

An Special Appeal in procurement matters may be filed against the award before the Administrative Tribunal for Public Procurement of the Community of Madrid, within a period of 15 business days in accordance with Article 50 of Law 9/2017 on Public Sector Contracts.

This tender guarantees the continuity of an essential health service for minors with neurological and mental health pathologies, an area of high healthcare and social interest in the region. The award, scheduled for the end of the year, will ensure rehabilitative day-care for an especially vulnerable pediatric group.
