Health Ministry formalizes 130,000 doses of intranasal children's flu vaccine

The Regional Ministry of Health of the Community of Madrid has formalized the supply of 13,000 packs of 10 doses of the live attenuated intranasal influenza vaccine, intended for childhood vaccination for the 2026-2027 campaign. The operation, equivalent to 130,000 doses, was awarded to Astrazeneca Farmaceutica Spain, S. A. for 2,503,904 euros, VAT included. The announcement is published in the Official Gazette of the Community of Madrid (B.O.C.M.) number 237, dated October 5, 2026, via the Resolution of September 22, 2026, from the General Technical Secretariat of the Regional Ministry of Health, with reference BOCM-20261005-30.

The contract and its scope

The object of the contract is the estimated supply of 13,000 packs of 10 doses (130,000 doses) of the live attenuated intranasal influenza vaccine, aimed at the childhood vaccination of the population between 24 months and 7 years of age in the Community of Madrid. The file is identified as A/SUM-016663/2026 and its CPV code is 33651600-4 (Vaccines), with the delivery location in region ES30.

As this is a supply contract as provided for in article 16.3.a) of Law 9/2017, of November 8, on Public Sector Contracts (LCSP), the indicated quantities are estimated and their delivery is subject to the actual needs of the Directorate General of Public Health.

Award and procedure

The award was resolved on August 19, 2026, and the announcement was sent on September 23, 2026. The procedure followed was negotiated without publicity for reasons of technical exclusivity, under article 168.a) 2.º of the LCSP. The main data are:

• Awardee: Astrazeneca Farmaceutica Spain, S. A., NIF A-36002129, with registered office at calle Puerto de Somport, no. 21, 28050 Madrid.
• Award amount: 2,503,904 euros (including 21% VAT).
• Offers received: one, submitted electronically; none from any other Member State.
• Award criterion: offered price, as the sole criterion.
• Lots: it was not divided into lots; nor was a framework agreement or dynamic purchasing system applied.
• Subcontracting: not applicable; the contract is not linked to European Union funds.

The contracting authority is the Regional Ministry of Health (S7800001E), headquartered at calle Aduana, no. 29, 28013 Madrid, and complementary information can be obtained through the contractor profile of the Community of Madrid.

Publication and means of appeal

The resolution provides for the publication of the announcement in the official gazettes and on the contractor profile, in accordance with Article 154.1 of the LCSP, and bears the signature of the Technical General Secretary, Francisco Lobo Montalbán. A special appeal in procurement matters may be filed against the formalization act before the Procurement Tribunal of the Community of Madrid, in the cases provided for in Article 50.2 of the LCSP, without prejudice to any other appeal deemed appropriate.

The live attenuated intranasal vaccine is administered nasally, which facilitates its application in the pediatric population and avoids injections in young children. The 2026-2027 flu campaign will thus rely on a format adapted for children from 24 months to 7 years, one of the target groups of the region’s influenza vaccination strategy.
