Health Department fills three vacant physician positions with a complementary agreement
Por FactBox Admin

The Vice-Ministry of Public Administrations, Institutional Relations and Citizen Services of the Ministry of the Presidency of the Regional Government of Castilla y León has approved and published a new complementary list of three candidates who have passed the selective process for access to the Higher Faculty Body Health Scale (Doctors). This measure is adopted to ensure the coverage of the convened positions that remained unassigned and is formalized through the Resolution of October 6, 2026, published in the Official Gazette of Castilla y León (BOCYL) no. 198, of October 13, 2026, section I.B.2 (official reference: BOCYL-D-13102026-198-4).
A stabilization call with vacant positions
The selective process was convened by Resolution of November 24, 2022, of the Vice-Ministry of Public Administrations and Citizen Services, published in BOCYL no. 230, of November 29, within the framework of the temporary employment stabilization process provided for in Law 20/2021, of December 28, on urgent measures for the reduction of temporality in public employment. Management was entrusted to the General Secretariat of the Ministry of Health.
By Resolution of July 16, 2025, the initial list of candidates who passed the process was approved, and by Order PRE/1259/2025, of November 7, those who proved the required requirements were appointed as career civil servants. Four positions remained unfilled, so a Resolution of June 2, 2026 approved a complementary list of four candidates; only one was appointed, via Order PRE/712/2026, of July 24, and did not take possession of the post, while the rest were declared to have forfeited their right for failing to provide the mandatory documentation.
Three candidates and one excluded
The new list consists of only three candidates, despite there being four unfilled positions, because base 7.6 of the call requires a minimum score of 25 points. The selected candidates are:
- José Francisco Barbas del Buey, 29.500 points.
- José Félix Arauzo Goñi, 27.158 points.
- María Arroyo de San Sebastián, 25.266 points.
Additionally, the resolution declares José Antonio Aguilera Mellado to have forfeited the rights derived from the appointment for not having taken possession within the period granted by Order PRE/1358/2025, of November 27. Likewise, María Ángela Rodríguez Ramos, with 29.912 points, is excluded from the list for already holding the status of career civil servant in the body subject to the call, which breaches an access requirement of the fourth base.
Offered destinations in León, Palencia and Segovia
The positions offered are the first three from the previous complementary list, all of them for Public Health Physician, classified in group A1, level 24, with provisional destination:
- León: Territorial Health Service of León, Health Promotion and Occupational Health Section (position 19841, function FCA160).
- Palencia: Territorial Health Service of Palencia, Epidemiology Section (position 42914).
- Segovia: Territorial Health Service of Segovia (position 22730).
The assignment will be provisional, given the complementary nature of this list relative to the one approved on July 16, 2025, in accordance with article 29.2 of Decree 67/1999, of April 15, as the positions were included in a transfer competition. Vacancies will be assigned by order of total score, provided that the objective requirements for each position are met.
Twenty business days to submit documentation
Applicants have a period of twenty business days from the day following publication to submit an authentic copy of their ID (DNI), the negative certificate from the Central Registry of Sexual Offenders where applicable, the Degree in Medicine diploma, and the responsible declarations stating that they are not disqualified, do not belong to the convened body, and possess functional capacity. The process is carried out electronically in the Electronic Registry of the Administration of the Community of Castilla y León, using the form “Request for Positions for Passed Selection Processes,” available on the website of the General Directorate of Public Service. Those who do not submit the documentation within the deadline cannot be appointed as civil servants.
Against the resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months, or an optional appeal for reversal before the Ministry of the Presidency within one month. The document is signed by the Vice-Minister José Miguel de Elías Hernández.
The publication closes a stabilization process that has lasted nearly four years and directly affects healthcare in rural areas: the three positions correspond to territorial public health services in León, Palencia, and Segovia, areas where the coverage of medical staff is particularly sensitive. The resolution ensures that the convened positions do not remain permanently vacant, although the provisional nature of the destination keeps their future consolidation open.
